【观点】孔令涌：务实高效的工作作风、优质的营商环境为企业发展增添强大动能

深圳市德方纳米科技股份有限公司是一家上市公司，2018年开始在曲靖投资建厂，布局生产纳米磷酸铁锂及磷酸锰铁锂正极材料、补锂剂等项目。公司从一期项目投资7亿元建设年产2万吨磷酸铁锂试水起步，到现在已投资建设投产6个项目、规划建设中项目4个，规划总投资超200亿元，总占地近3000亩，全部达产后可实现年产值近1000亿元，实现就业1万余人。

我们在曲靖经开区投资的第一个项目仅用短短9个月时间就实现投产，创造了一个项目开工、建设、投产的“曲靖速度”，公司上下深受感动、倍感欣慰。当地政府“无事不打扰、办事不过夜”务实高效的工作作风让我感触很深。

云南全面贯彻新发展理念，全产业链打造新能源电池产业，云南省委、省政府出台了支持新能源电池产业发展的若干措施，制定了《云南省新能源电池产业发展三年行动计划（2022—2024年）》，曲靖经开区贯彻落实国务院出台的“先建后验、容缺审批”等支持企业发展的措施、高效的办事效率、优质的营商环境为企业加快发展增添了强大动能，让我们6个项目逐步建成投产。我们的产值从2021年的70亿元增加到2022年的近300亿元，在新能源电池产业这一新赛道上，跑出了好成绩。同样，2022年云南的新能源电池产值整体增长达406.5%，整个产业实现了跨越式发展。

Shenzhen Defang Nano Technology Co., Ltd. is a listed company. In 2018, it began to invest and build a factory in Qujing, layout and production of nano lithium iron phosphate and lithium manganese iron phosphate anode materials, lithium supplement and other projects. The company invested 700 million yuan from the first phase of the project to build an annual output of 20,000 tons of lithium iron phosphate water test, to now has invested in the construction and production of 6 projects, planning and construction of 4 projects, the planned total investment of more than 20 billion yuan, a total area of nearly 3,000 acres, all up to achieve annual output value of nearly 100 billion yuan, to achieve more than 10,000 jobs.

The first project we invested in the Qujing Economic Development Zone was put into operation in just 9 months, creating a “Qujing speed” of project commencement, construction and production, which deeply touched and gratified the entire company. The pragmatic and efficient work style of the local government of “do not disturb anything, do not work overnight” impressed me deeply.

Yunnan comprehensively implements the new development concept and builds the new energy battery industry through the whole industry chain. Yunnan Provincial Party Committee and provincial government have introduced several measures to support the development of the new energy battery industry, and formulated the Three-year Action Plan for the Development of Yunnan New Energy Battery Industry (2022-2024). Qujing Economic Development Zone implemented the measures issued by The State Council to support the development of enterprises, such as “building before and testing, permitting and permitting”, efficient work efficiency, and high-quality business environment added strong momentum to accelerate the development of enterprises, so that our six projects were gradually completed and put into operation. Our output value increased from 7 billion yuan in 2021 to nearly 30 billion yuan in 2022, and we have achieved good results on the new track of the new energy battery industry. Similarly, in 2022, the overall output value of new energy batteries in Yunnan increased by 406.5%, and the entire industry achieved leapfrog development.

I am from Yunnan, Yunnan is my hometown. The opportunity to give back and invest in my hometown gives me great pride and satisfaction. For me, investing in my hometown is not only an economic act, but also an emotional sustenance and a responsibility. Every time I return to Yunnan, I feel extremely gratified to see the changes in my hometown. To provide more job opportunities for the people of my hometown, so that they can work at home instead of going out to work, and through their own efforts, life is getting better and better, which makes me feel extremely proud. Yunnan has taken a series of measures to attract investment, build projects and optimize the business environment, and we have been most impressed by the well-known leading enterprises such as Yiwei Lithium Energy and Zhongke Electric in the field of new energy.
