Consolidating the “computing base” of digital transformation<\/h4>\n\n\n\n
In recent years, the Party Central Committee and The State Council have attached great importance to the development of computing power and made a series of work deployments. In the early stage, the Ministry of Industry and Information Technology accelerated the construction of a new information infrastructure system, continued to strengthen policy guidance, guided the construction of a national integrated computing network together with the Development and Reform Commission and other departments, laid out a number of hub nodes, accelerated the improvement of computing network capabilities, steadily promoted industrial independent innovation, and continuously consolidated the “computing base” supporting the digital transformation of the economy and society, and made positive progress. <\/mark><\/p>\n\n\n\n

As a new type of productivity integrating information computing power, network carrying power and data storage power, computing power mainly provides services to the society through computing infrastructure. Therefore, to strengthen, improve and develop the digital economy in our country and to promote the integrated development of digital economy and real economy, we must build a solid foundation of computing power infrastructure. In October 2023, six departments, including the Ministry of Industry and Information Technology, the Central Cyberspace Administration, the Ministry of Education, the National Health Commission, the People’s Bank of China, and the State-owned Assets Supervision and Administration Commission of the State Council jointly issued the Action Plan for High-quality Development of Computing Infrastructure (hereinafter referred to as the Action Plan). <\/mark><\/p>\n\n\n\n
The Action Plan has formulated the main development goals by 2025, and put forward six key tasks, including improving the comprehensive supply system of computing power, enhancing the efficient carrying capacity of computing power, strengthening the efficient and flexible support of storage power, deepening the application of computing power enabling industries, promoting the development of green and low-carbon computing power, and strengthening the capacity building of security security, to promote the high-quality development of computing infrastructure.<\/p>\n\n\n\n
Consolidating the “computing base” of digital transformation<\/h4>\n\n\n\n
In recent years, the Party Central Committee and The State Council have attached great importance to the development of computing power and made a series of work deployments. In the early stage, the Ministry of Industry and Information Technology accelerated the construction of a new information infrastructure system, continued to strengthen policy guidance, guided the construction of a national integrated computing network together with the Development and Reform Commission and other departments, laid out a number of hub nodes, accelerated the improvement of computing network capabilities, steadily promoted industrial independent innovation, and continuously consolidated the “computing base” supporting the digital transformation of the economy and society, and made positive progress. <\/mark><\/p>\n\n\n\n
The comprehensive supply of computing power has been rapidly improved. The distribution of computing power has been continuously optimized, the proportion of computing power facilities in the central and western regions of the country has increased to 41%, about 130 trunk optical cables have been built around computing power hub nodes, and high-speed long-distance transmission technology has significantly improved the quality of data transmission across the East and west. New technologies and products such as high-power racks and liquid cooling are gradually deployed on a large scale, effectively reducing the space and energy consumption required per unit of computing power. Computing power is the ability of the data center to process data and realize the result output. According to the different business characteristics, computing power can be divided into general computing power, supercomputing power and intelligent computing power.
