In his 20 years at Apple, Williams has risen from a purchasing executive to head all of Apple’s operations.

Now he has a new responsibility: building the iconic device that made Apple popular around the world. This is a big test for him and for Apple, which needs new blockbuster products.

Williams has been Apple’s COO since 2015 and has long been seen as a potential future CEO. Last week, when Apple announced its most significant executive shake-up in years — Mr. Ive left this year — that Mr. Williams would take over software and hardware design, there was a growing sense that he was the apparent successor to Tim Cook, Apple’s chief executive.

At the same time, Mr. Williams’s ability to identify the right projects and dismiss the wrong ones, pushing software and industrial designers forward, will go a long way toward Apple’s success.

Design has been at the heart of Apple’s philosophy since Steve Jobs, with Mr. Ive’s help, led the company’s Renaissance in the 1990s. Mr Williams’s stewardship of the design team marks a departure from tradition: no core product development has ever been directly managed by an executive who rose through the ranks of the operations department. Operations executives have been in charge of planning, procurement and logistics.

More involved in design than Cook

Apple did not make Mr Williams available for comment, but colleagues who have worked with him say he has been more involved in the product development process than Mr Cook. They say Mr. Williams has shown an interest in the look and feel of products, helping to steer the Apple Watch from a fashion-focused, fitness-focused iPhone accessory to a smartwatch with wireless connectivity and more health features, one of his priorities.

But people familiar with the matter say Mr Williams remains an operations executive at heart, whose logistics and planning skills make him more of a doer than an inventor. “He sees where we are now, not where we need to be years from now.” He also praised Mr. Williams for his leadership, versatility and profound memory, according to a former colleague.

Apple has sought to highlight Mr. Williams’s involvement in product development, including research and development, as well as his contributions to the business strategy behind bringing new products to market. His profile on Apple’s website was recently changed to read: “He worked closely with the design team, led the development of the Apple Watch, and oversaw the Apple Watch engineering team.” Until late last month, the profile was: “He also oversaw the development of the Apple Watch.” Apple declined to comment on the change.

It would be hard for an outsider to replace Ivey

Some close Apple watchers said Mr. Williams made sense to take on the new responsibility, given how difficult it was for someone outside Apple’s management team to replace Mr. Ive. In that role, Williams will need to lead a team that helps conceptualize products, turn those ideas into elegant, working exteriors-and work with software, hardware and operations, according to people familiar with the matter.

“It’s going to be almost impossible to find someone who can actually replace Ive,” said Bob O ‘Donnell, a technology analyst at research firm TECHnalysis. “What they’re doing is saying, ‘Let’s reassign design responsibilities and let someone else oversee a couple of young designers to give them leeway.’ It’s time for some new blood. The last few iphones have looked so much alike.”

In fact, Apple is under increasing pressure to find new and successful products. iPhone sales are falling, and Apple’s strength in new products like the Apple Watch and AirPods wireless earbuds hasn’t made up for the shortfall. In the latest quarter, Apple’s wearables, home and accessories division reported total sales of $5.1 billion, which also includes Apple TV, iPods and Beats, but iPhone revenue fell $6.5 billion from a year earlier.

Apple’s wearable division struggles to make up for falling iPhone sales

Apple Music and other services are growing fast, but Apple needs to keep selling hardware to keep users growing.

“The mobile business has peaked. What’s the next vision?” Sean Stannard-Stockton, the president of Ensemble Capital, an asset management firm that had held Apple as its No. 1 position for a decade, said that when it began selling Apple shares in late 2018, “You were pinning your hopes on Ive, Say, ‘He’s Steve Jobs.’ Now that Elway is leaving, I wonder if they have what it takes to build a future.”

In addition to being immersed in the product culture that Mr. Jobs built over the years, Mr. Williams will have two deputies to help him lead the design department. Last week, Apple named Evans Hankey, Mr. Ive’s former first lieutenant, as vice president of the company’s legendary industrial design studio. Hankey, a Stanford University industrial design graduate who joined Apple’s industrial design team 12 years ago, has run the design studio for years and is already a co-inventor on a number of product design patents.

Mr. Williams, 56, will also oversee a team of software designers led by Alan Dye, vice president of human-computer interface design. A graphic designer who joined Apple’s marketing and communications team in 2006, Mr. Diehl has largely led the software designers for more than five years. An Apple spokesman declined to make Mr. Hankey and Mr. Diehl available for comment.

Williams earned a bachelor’s degree in mechanical engineering from North Carolina State University, a background similar to Cook’s. Both earned master’s degrees in business administration from Duke University and both worked at IBM. IBM was once Apple’s main rival. Cook also served as Apple’s COO before replacing Jobs as CEO in 2011.

Step into Apple product development

Over the past decade, Williams has become increasingly involved in product development. After Tony FaDELL, the “father of the iPod,” left Apple in 2008, Mr. Jobs added Mr. Williams to the leadership team that worked with Mr. Ive on the iPhone 4, according to a member of the design team.

Some engineers and designers, he recalls, wondered how such an IBM supply-chain executive could replace Fadell. But Williams silenced the doubters with action.

The iPhone 4 has a glass back cover instead of the plastic used on previous models. At a thermal engineering conference, Williams asked engineers about the effect of the new material on the performance of the device. He was also given the prototype to assess his feelings. “It was impressive for someone like him who was a good negotiator, who was good with spreadsheets, but it felt natural to him.” “This person said.

Carolina Milanesi, a technology analyst at Creative Strategies, said Mr Williams’s operational background would be an asset in his new role. “You need to find a balance between theory and reality,” she says. “If everyone starts from a design point of view, you might not be able to build the best product.”
