总部位于杭州市萧山区蜀山街道的亚太机电集团有限公司(以下简称“亚太集团”),是萧山区制造业企业“元老”,创始于1976年。47年来,亚太集团从制造汽车零部件起家,发展成为集工业互联网、园区运营为一体的民营企业集团,并率先登陆资本市场,还多次突破“卡脖子”技术,可谓中国汽车发展史的缩影。

有人说,这家年逾不惑的“老牌”企业,总是安不忘危、盛而虑衰。也有人说,其实这是一家一直在转型之路上风驰电掣的“年轻”企业,坚持敢为人先、创新不懈。

黄伟潮的父亲黄来兴是亚太集团创始人,也是改革开放后浙江省第一代农民企业家。他用40余年的时间,将亚太集团从公社农机厂的一个制泵车间,发展成为国内自主研发整套汽车制动系统的领军企业。而黄伟潮是不折不扣的“创二代”,1989年加入萧山汽车制动器厂(亚太集团前身)担任供应科职员,一路从基层岗位做起,在汽车零部件产业深耕三十余年。如今黄伟潮已从父辈手里接过接力棒,怀揣对制造业的热爱和追求,引领着亚太集团这家老牌企业在汽车制动系统主业上深耕细作,又在产品升级和产业链赋能方面历久弥新。
一、转型升级步履不停
在黄伟潮看来,汽车零部件行业很特殊。“它既是一个应用科技最前沿的行业,同时又是一个保守严谨的行业。我们这种龙头零部件企业压力非常大。因此产品升级至关重要,必须在这条路上不停地走,走到岔路口就面临转型。”
防抱死制动系统(简称“ABS”),被誉为是自安全带以来汽车安全性方面最重要的技术成就。但在上个世纪80年代,以德国BOSCH为代表的汽车零件供应商所提供的ABS设备,成为绝大多数汽车的安全标配。掌握量产技术的国外企业对此进行高度封锁,大量国产零部件生产商仍集中在低端和低附加值领域,品牌和自主研发能力缺失。
2000年,一直扎根在传统制动系统的亚太集团,深思熟虑之后开启第一次转型,决定从纯机械制造往机电产品方向发展,着手进行ABS的产品研发。回忆起艰难的研发过程,黄伟潮坦言,想要打破中国ABS市场被西方发达国家垄断的局面并非易事,起初公司走了不少弯路,也赔了不少钱。他和团队耗费四年心血打破了“舒适圈”,跨越“零基础、零经验、零市场”的“三无阶段”,最终通过产学研用相结合的模式成功自主研发出ABS系统,该产品更是夺得2005年中国汽车工业科技进步一等奖。目前,经过十年的深耕布局,亚太集团已实现了从ABS到ESC、one–box(IBS)等产品的开发与应用,成为汽车电子制动领域的佼佼者,敢于与国际大型汽车零部件集团同台竞技。
近年来,随着人工智能的大爆发,“自动驾驶”技术再次引发热议。2015年,担任亚太集团总经理的黄伟潮着手布局智能驾驶与新能源这两条不可分割的赛道。“在五年时间里,我们进行对外投资、引入人才团队、投入大笔研发资金来助推企业转型,企业一度濒临亏损。”黄伟潮说。 CXO UNION-CXO联盟(cxounion.cn)
据介绍,智能驾驶包含视觉系统、决策系统、执行系统三大系统,亚太基于制动系统的深厚底蕴,选择“自下往上”的方式打造整体系统解决方案,如今亚太集团已成功塑造“智能驾驶环境感知+主动安全控制+移动互联”的无人驾驶产业链,实现了77GHz毫米波雷达以及视觉系统(含控制器)的产业化,收获五年奋斗红利的同时推动整个企业未来格局的改变。“持续升级是企业生命力所在,亚太永远不会停止前进的脚步。在智能驾驶新领域布局中,只要我们撑过去就能开启新阶段,直接从红海变成蓝海。”黄伟潮总结道。
二、打造汽车零部件产业生态圈

黄伟潮深知,作为汽车零部件行业的龙头企业,深耕主营业务是立身之本,而坚持技术创新更是制造业的唯一出路。在这一核心思想的引领下,亚太集团以其夯实的汽车制动系统产业为基础,不断在汽车底盘控制系统技术领域实现突破,并向“低碳化、电子化、集成化、智能化”方向发展。

“在这个‘采购全球化、供货系统化、生产数字化、产品智能化’的行业发展大背景下,我们的着眼点不能再是单一企业的发展,而是如何带动整个产业链的发展。”黄伟潮一直笃信,工业互联网将是提升地方汽车产业整体竞争力,实现汽车整体产业高质量发展的关键支撑。
着力于解决汽车零部件行业痛点,2018年,黄伟潮牵头成立浙江汽灵灵工业互联网有限公司,推出了汽灵灵汽车产业公共服务平台。平台将帮助零部件企业做好生产过程和品质监管服务以及生产能力优化,增强零部件企业的核心竞争力,为零部件企业带来了更多向整车企业推广产品的机会,使整个汽车工业企业全面朝着制造过程数字化和信息化方向发展。

黄伟潮表示,汽灵灵平台打算以解决中小企业集中需求为目标,建立企业与企业之间互联互通,打造汽车行业生态圈,带动整个汽车零部件产业链上下游协同发展。目前,汽灵灵平台已聚集会员千余家,涵盖了主机厂、部件、零件、原辅材料等产业链上下游各类企业。
同时,黄伟潮意识到,智能网联汽车不仅是全球大国竞争的重要科技和产业领域,也是中国加快建设交通强国的重要内容,为中国由汽车大国转向汽车强国提供了有利契机。作为智能网联汽车国际舞台的竞争者之一,黄伟潮认为,随着全国智能网联汽车日渐呈现出核心技术加速突破、基础支撑加速发展、产业生态加速成熟等特点,一个复杂的、横向发展的新型汽车生态系统正在构筑。但是,真正安全上路的无人驾驶还面临许多挑战。为促进浙江省内乃至全国的智能网联汽车产业不断迈上新台阶,大幅提高国际竞争力,2019年8月,由亚太集团牵头,联合了浙江大学创新研究院、华为、腾讯、新吉奥等,共同筹建浙江省智能网联汽车创新中心,并落户萧山。该创新中心于2019年10月份获批,是浙江省唯一一个经省政府批准的智能网联汽车产业平台,主攻智能网联汽车关键技术,聚焦重大原创性创新成果,为浙江省制造业的转型升级提供核心竞争力。 CXO UNION-CXO联盟(cxounion.cn)
眼下,该创新中心已在轮毂电机研发及应用、线控底盘、域控制器、无人驾驶系统等领域取得重大突破,并在智能网联汽车产业规划、政策梳理、标准法规制订、示范运营等政府服务方面作出一定贡献。
三、党建聚力公益筑梦
亚太集团于1980年成立党支部,1994年升格为党委,一张老照片记录了当时党委成立大会上的情形。党旗边上,一行红字非常醒目:领导我们事业的核心力量是中国共产党。

在黄伟潮看来,无论是作为企业管理层,还是普通员工,都可以为企业谋划未来发展方向。一家企业真正的壮大和发展需要团队的力量,要让每一个员工都能有一股信念,劲往一处使,这与党建工作的开展功不可没。
今年,萧山区委发布推进非公有制企业“融合式”党建工作实施意见。黄伟潮说,亚太作为区内较早一批成立党组织并开展党建工作的民营企业,切身感受到了党建给企业稳健发展所带来的多方面好处。亚太在思想引领、组织管理、人才储备、清廉文化、社会影响五个方面“五位一体”的党建品牌与“融合式”党建工作指引28条不谋而合,目前下设9个党支部,有近200名党员。
如何做好组织管理,发挥党员先锋模范作用?黄伟潮认为,首先是强组织,提高干部队伍中的党员占比。公司在干部选拔任用过程中,强调同等水平党员优先的原则。“目前公司中层以上干部中党员占比在70%以上,9个党支部书记均由中高层干部担任。既切实保证党的方针政策贯彻落实,又以自身的先进性形成企业发展的政治基础、组织基础和强大的发展动力。” CXO UNION-CXO联盟(cxounion.cn)
值得关注的是,在亚太集团,所有党员职工的工作证都印有党旗和党徽,并在不同岗位设立党员示范岗,亮身份,以提醒党员时刻保持自身榜样形象,同时也接受广大职工的督促,展现党员在企业发展中的先进性和模范性。
在蜀山街道,很多人谈起黄来兴,都觉得他身上浓缩了萧山第一代企业家所具备的精神品质,朴素节约、艰苦奋斗。作为一名党龄38年的老党员,黄来兴始终秉承着一份对于事业的工匠精神,积极回馈社会。黄伟潮笑说:“在亚太集团内部,父亲是出了名的‘抠’,穿最普通的工作服,脚上永远是一双黑色布鞋……父亲传给我的企业家精神就是务实,我们赚来的钱每一分尽量花在设备科研实验方面。”
黄伟潮告诉记者,父亲不管企业做得多大,他的代步工具永远是一辆桑塔纳。
然而在公益事业、员工保障方面,黄来兴、黄伟潮父子两代党员却是不遗余力。黄伟潮认为,社会责任就是细水长流,要把钱用到真正需要的地方去。自2015年亚太集团出资1000万元成立亚太教育基金以来,每年拿出50万元用于优秀师生与校园的奖励,推动蜀山街道教育事业优质发展;黄伟潮个人也积极参与区政协组织的委员“慈善行”活动并慷慨捐赠,还走进贵州从江县扶贫调研考察,深入当地小学、村庄,积极参与捐助,并投入45万元开设扶贫餐馆,为精准扶贫贡献力量。

四、建起人才的“幸福之家”
亚太集团两代掌舵人都坚信,要想实现技术并跑甚至领跑,人才始终是最关键的要素。
对于优秀人才,集团一直以来都给予极大支持与帮助。上世纪80年代至90年代初期,公司处于“培养人才、奠定基础”的重要时期。作为一家乡镇企业,亚太团队中的最高学历是高中,对技术研发带来极大掣肘,于是启动了“培优计划”。“当时我们定期挑选优秀应届高中生到大学委培,这批学子学成归来后推动了基础制动系统技术水平突破新阶段,并逐渐成为亚太集团的中流砥柱。”当时刚加入公司不久的黄伟潮对父亲的做法很是赞同。
如今在亚太集团萧山本部,已建设有上千套人才公寓,全部通过福利形式提供给集团员工居住,并对一些符合条件的年轻夫妇安排夫妻房。安吉亚太公司也投资建设了数百套人才公寓房,并设有专家公寓房。
在亚太集团的食堂,五六块钱就能买到一荤一素,供应免费汤,这种待遇在同类企业中并不多见。“福利食堂不仅让员工吃得健康、吃得安心,降低员工生活成本也是我们一直在努力的。”黄伟潮说。
黄伟潮告诉记者,公司建立了工会、团委、妇联等组织,党委通过群团联动,以各类活动、培训和技能比赛为抓手,进行企业人才储备。一方面是开展职工学历提升教学活动。通过举办学历提升班,提升职工能力水平,适应车间智能化、产品电子化的升级需要,也为企业产业迭代升级做好人才储备。另一方面是开展岗位练兵成才活动。结合企业发展新战略,积极组织举办各类岗位技能比武大赛。通过各类“技术比武”筛选优秀人才进行储备和培养。

Huang’s father, Huang Laixing, is the founder of Asia Pacific Group and the first generation of farmer entrepreneurs in Zhejiang Province after the reform and opening up. He used more than 40 years to develop the Asia Pacific Group from a pump workshop in the commune agricultural machinery factory to a domestic leader in the independent research and development of a complete set of automotive braking systems. Transformation and upgrading continue
In Huang Weichao’s view, the auto parts industry is very special. “It is an industry that is at the forefront of applied technology and at the same time a conservative and rigorous industry. Our leading parts enterprises are under great pressure. So product upgrades are critical, you have to keep going on this road, and when you reach a fork in the road, you face transformation.”
The anti-lock braking system (ABS) has been hailed as the most important technological achievement in automotive safety since the seat belt. However, in the 1980s, ABS equipment provided by auto parts suppliers represented by Germany BOSCH became the safety standard for most cars. Foreign enterprises that have mastered mass production technology are highly blocked, and a large number of domestic parts manufacturers are still concentrated in low-end and low value-added areas, and the brand and independent research and development capabilities are lacking.
In 2000, the Asia-Pacific Group, which has been rooted in the traditional brake system, began its first transformation after careful consideration, and decided to develop from pure mechanical manufacturing to mechanical and electrical products, and began to develop ABS products. This year, Xiaoshan District Party Committee issued the implementation opinions on promoting the “integrated” party building work of non-public enterprises. Huang Weichao said that as one of the first private enterprises in the region to establish party organizations and carry out party building work, the Asia-Pacific region has personally felt the various benefits brought by party building to the steady development of enterprises. Huang Weichao believes that the first is to strengthen the organization and increase the proportion of party members in the cadre team. However, in terms of public welfare and employee protection, Huang Laixing, Huang Weichao and his son spared no effort.
