【CEO观点】安科生物董事长宋礼华：我们是在螺蛳壳里做道场

在 30 亩土地上一年能创造多少价值？10 月 12 日晚间，安徽安科生物工程（集团）股份有限公司披露了 2017 年前三季度业绩预告，预计 1 月 至 9 月盈利为 18800 万元至 20400 万元。

“我们是在螺蛳壳里做道场，把一个从孵化器里刚出来的企业，完成了原始积累，成为国内首批创业板上市企业，建成了一个新型现代化高科技生物制药企业。”安科生物董事长、总经理宋礼华所说的“螺蛳壳”位于高新区，“我们能做大做强，正是受益于高新区给园区企业带来的这种高新技术产业化的氛围。”

一、关键词 “外企”：最初的安科是高新区的“外企”

落户高新区，当安科生物还没有成立时，宋礼华就已经在朝着这一目标而努力了。

“我是合肥人，但说起跟高新区的结缘，是有故事的，因为安科生物最初对高新区来说，是一家‘外企’。”宋礼华说，这个“外企”是要打引号的，全称是叫做“区外高新技术企业”。

宋礼华回忆，1990 年他从国外归来，落户在科大搞项目，过了两年，当科技成果转化出来准备产业化的时候，就开始考虑注册公司的问题了，“我们在合肥也进行了考察，当时合肥高新区刚刚成为国务院首批设立的国家级高新区，所以心里一下子就有了目标了。”

抱着试一试的态度，刚刚从科大实验室里走出来的宋礼华来到高新区，想把公司注册在高新区，“好在高新区当时有一个注册‘区外高新技术企业’的政策，就这样，我们成立于科大校园的公司，虽然办公地点不在高新区，但是一只脚迈进了高新区，注册、纳税、管理、享受政策都在高新区。”

而发展“区外高新技术企业”，这也是高新区建园之初吸引人才的一大战略。

二、关键词 “30亩：小小“螺蛳壳”开启安科成长路

10 月 11 日下午，坐在高新区海关路 9 号安科生物南区 A 座大楼的办公室里，宋礼华指着脚下的这片土地说，“安科生物就是在这块土地上成长起来的。”

时间回到 1999 年，在区外发展了 6 年后的安科生物收到了高新区的入园邀请。“我记得非常清楚，高新区的领导主动上门，带来了公司选址、建设方案、各种优惠政策等一揽子计划。”宋礼华说，随后，他就在高新区起步最核心的地方选了 30 亩土地，“也正是高新区的这 30 亩土地，成就了安科生物，让安科生物完成了上市前的所有原始积累。”

2001 年，在这块 30 亩土地上，安科生物建成了安徽省第一条符合 GMP 要求的产业化生产线；2009 年，安科生物成为国内第一批创业板上市企业；2010 年，安科生物在这块土地上建设二期产业化。

“我们是在螺蛳壳里做道场，把一个从孵化器里刚出来的企业，完成了原始积累，成为国内首批创业板上市企业，建立了一个非常良好的经济体制，建成了一个新型现代化高科技生物制药企业。”宋礼华说，2014 年，安科生物又买下原址北边 30 亩地，一期、二期、三期也都连成了片。

三、关键词 “感恩”：高新区的政策和氛围让企业受益

宋礼华一直感恩与高新区的机缘，“从我们注册‘区外高新技术企业’，到高新区邀请我们加盟，再到选了这块‘宝地’，都在一步步地促进着安科生物初期的发展。在高新区，我们把一个从学校实验室走出来的企业，发展到了今天产业布局完善、技术平台全面，并在全国有一定知名度的上市公司。”

而让宋礼华一直感慨的是高新区对入驻企业的政策，对产业的扶持，以及创新创业的氛围，“我们能做大做强，正是受益于高新区给园区企业带来的这种高新技术产业化的氛围。”

宋礼华清楚地记得，高新区当年率先提出了 2 免 3 减半政策，“2 免是指从盈利年开始计算，2 年内免企业所得税，从第 3 年开始，连续 3 年减半征收企业所得税。”宋礼华说，这在当时是很有名的优惠政策，而且只有高新区有。

税收优惠和减免政策也一直伴随着企业在发展——2001 年，安科生物建成安徽省第一条符合 GMP 要求的产业化生产线，选用的国产设备，高新区根据政策给予补助，选用的进口设备，根据政策免征进口环节税收。

“高新区不仅自己主动送政策上门，还向国家、省里为我们申请配套政策和支持。”宋礼华说，高新区现在对企业的政策也在不断地与时俱进好，“好得跟过去更不是一个数量级了。而高新区之所以能有今天的发展，也得益于它营造了一个对企业发展非常有利的环境。”

四、关键词 “未来”：追逐梦想的路上与园区共同进步

近年来，安科生物在国产干扰素、生长激素的市场占有率位居全国前列，居于行业第一方阵，成为我省生物医药企业的龙头领军企业。作为安徽省和合肥市创新型企业，安科生物更是我国创业板首批上市企业（300009）、国家级火炬计划重点高新技术企业、国家 863 计划产业化基地、国家创新型（试点）企业。

在 2012 年的一次采访中，宋礼华首次提出“百年安科，百亿安科”的奋斗目标，表达了把安科打造成百年品牌的决心，并为“百亿安科”设置了三个阶段性目标：第 1 个“百亿”指市值，第 2 个“百亿”是营业收入，第 3 个“百亿”是净利润。
