新春伊始，陕西省委书记赵一德到陕西省工商联走访调研并主持召开民营企业家座谈会。陕西省委常委、秘书长王琳及省直相关部门负责人，陕西省工商联主席马玉红及省工商联相关负责人参加座谈。西安科为航天科技集团、内蒙古伊利实业集团、石羊农业集团、陕西斯瑞新材料公司、易点天下网络科技公司、西安每一天便利超市连锁公司的企业家代表在会上交流发言，就当前民营经济发展等相关问题提出建议。

一、链主“带动”：推进重点产业“百千万亿”工程

据西安科为航天科技集团董事长周曙光介绍，作为全国工商联“全国民营企业科技创新园区”，西安科为航天科技集团投资建设运营的翱翔小镇目前迈入以科技创新引领智能无人系统产业发展的新阶段，沣西新城、西北工业大学、科为集团三方在小镇共同打造的陕西省无人机产业创新聚集区，正在吸引创新平台和优势资源的不断汇聚。

“无人机产业发展前景广阔。我们在陕西省相关部门的支持下，正在发挥爱生集团产业链链主和科为实业创新链链主作用，以政校企三方共建来打造无人机产业创新聚集区。”周曙光表示，希望陕西省能够发挥国防工业领域优势，专题研究整合全省国防工业一体化协同发展优质资源，做实做强省级平台公司，同时发挥股权投资牵引作用，以混改赋能创新体制机制，从而实现陕西国防工业领域重大项目、龙头企业、重点产业集群的快速发展。

科创板上市的陕西斯瑞新材料公司是一家民营金属新材料研发制造企业，目前正在承担2项国家级重大新材料研发项目。

“我们正在紧急研发验证200吨液体甲烷火箭发动机用的铜合金新材料，涉及国家重大项目，能够带动上下游中小企业的生产发展。陕西省科教资源丰富，孕育了许多科技型企业，如何让这些数量庞大的科技型小企业快速成长发展，是陕西省非公有制经济高质量发展的重要课题。”

董事长王文斌建议能够建立“政府引导、社会共同探讨”的民营企业家快速成长的学习机制和社会培训机制，同时提升相关职能部门在服务企业和经济发展中的市场意识、效率意识和专业化能力。

“希望政府出台‘民营龙头企业扶持计划’，推进重点产业链‘百千万亿’工程走深走实，发挥鲶鱼效应、羊群效应，通过‘顶天立地’引领‘铺天盖地’，推动科技产业链条高质量发展的‘翻天覆地’。”周曙光如是说。

三、民生“走实”：龙头企业带动拓展新消费渠道

“得益于陕西各地良好营商环境，目前伊利已经累计投资近40亿元，在西安、咸阳、铜川投建生产基地和规模化牧场。西安伊利营业收入近20亿元，连续多年入围陕西省民营企业50强，咸阳伊利营业收入突破10亿元，2023年度带动产业链产值突破100亿元。” CXO UNION-CXO联盟（cxounion.cn）

伊利集团副总裁苏玉峰会上表示，作为亚洲首家营收突破千亿的乳制品民营企业，伊利集团多年来坚持产业链经济效益和社会效益的协同发展，近年来以“奶业振兴”为抓手助推乡村振兴的同时，也在地方党委、政府的支持下不断延展产业新链条。

记者了解到，1月30日，伊利集团与曲江文化集团签订战略合作，2月5日“大唐不夜城·安慕希潮空间”龙年文化主题馆开业，奶产业链为伊利与陕西文商旅融合产业新发展注入新活力。

石羊集团立足于现代农业和食品领域，不断打造从农场到餐桌的全产业链模式。

石羊集团总裁魏欢希望党委、政府通过政策指导，支持鼓励陕西省农业、食品民营企业走数智化绿色转型发展之路。魏欢表示，企业将继续发挥链主引领带动作用，加快推进种业振兴行动，以种业振兴带动产业振兴，筑牢粮食安全根基。

作为陕西本土新兴的民营零售连锁企业，西安每一天便利店董事长张培彦会上介绍，目前每一天门店总数超2000家，带动就业创业过万人，年销售额超过25亿元。

张培彦建议政府鼓励和支持企业利用新技术、新模式进行创新发展，推动零售企业线上线下融合和现代物流发展，进一步帮助企业提升经营管理水平和市场竞争力，在当下经济转型时期激发民营不断拓展新的消费渠道。

四、企业“出海”：打造跨境数字贸易新模式

以数据和算法为驱动，易点天下网络公司董事长邹小武表示，目前企业已累计帮助超过5000家中国企业实现全球化战略，为包括阿里巴巴、SHEIN、字节跳动等在内的中国出海企业以海外媒体端广告展示的形式，帮助国内企业拓展全球市场精准触达目标消费群体。
