
当前,预制菜行业市场前景诱人,但由于生产监管等环节缺少国家统一标准、资本和行业趋热逐利等原因,预制菜行业存在良莠不齐现象。在此背景下,全国政协委员、月星集团董事局主席丁佐宏向全国政协十四届二次会议递交《关于审慎推行预制菜的建议》的提案。
丁佐宏认为,预制菜的迅猛扩张也出现一些新问题,包括容易破坏千百年来所形成的千家万户各具特色的美食基因和厨艺文化,不利于饮食类非遗的存续和传承,不利于餐饮类百年老店与民族品牌的传承和打造。在预制菜领域,一个厂家代加工生产多种风味和品牌的产品,容易让预制菜千篇一律,导致严重同质化,并引发不正当竞争。由于预制菜的全国统一标准还未出炉,大众对于预制菜的食品安全、营养品质等存有质疑。
丁佐宏建议,切实保障社会大众对于预制菜消费的告知权与选择权。市场监管部门在执行和监管环节尽快制定相关落地细则,规定相关餐饮企业和商家必须主动清晰公示菜品来源是否为预制菜,零售型预制食品必须在外包装上清晰注明所有配料及所含添加剂,特别是保质期要科学合理。
在统一国家标准形成前,预制菜进学校或社区必须审慎对待,严把质量关,同时,为防止权利滥用,建议相关部门要增加学生家长代表或社区居民代表的意见听取及投票环节,实行一票否决制,切实保障学生和老年等弱势群体身体健康。尽快出台预制菜全国统一标准,规范并提高行业准入门槛。
建议标准化行政主管部门就预制菜的生产、运输、认证、追溯等全环节、全链条,形成全国统一标准。同时,针对目前预制菜行业准入门槛较低,建议将预制菜的加工和销售列入专门的工商经营范围,让老百姓在预制菜商品消费中“买得放心、吃得安心”。 CXO UNION-CXO联盟(cxounion.cn)

Regulate the financial support and capital operation of the prepared dish industry, due to the lack of a unified national standard of the prepared dish industry mixed, the government and industry should be cautious about the financial support and capital operation of related industries.
Effectively carry out public opinion supervision, enhance food safety awareness. It is suggested to encourage the public to form a national supervision atmosphere for prepared dishes through media, social platforms and other channels, and improve online consumer complaints and feedback mechanisms to respond to people’s concerns in a timely manner.
