徐岩抬头看看夜空中的月亮和星星，低头望望脚下石砖铺就的巷道，感觉是那么的舒适、温馨。于是，他无声地笑了，当下，不正是静静赏月的美妙时刻吗？

这是中秋节前的一个夜晚。徐岩和商会的伙伴们聚集在一起，详细研究南锣鼓巷商会深化改革的具体思路和举措。愉快的聚会长达三个小时，送走伙伴后，他感觉有些闷，便走出店门透透气。

此刻，已是午夜时分。

她的身份地位很高，高的令北京人无比骄傲自豪。老北京人没有不知道这个古巷的，没有人没去过这个古巷的。新北京人没去过的可能性是存在的，但是不知道这个古巷的人却很少，因为名气实在太大了。

南锣鼓巷位于北京中轴线东侧的交道口地区，北起鼓楼东大街，南至平安大街，全长786米，宽8米，是北京最古老的街区之一，是中国唯一完整保存着元代胡同院落肌理、规模最大、品级最高、资源最丰富的棋盘式传统民居区，也是最富有老北京风情的街巷，至今已有740多年的历史。她还是北京市首批25片历史文化保护区之一，曾被评为“中国三大特色商业街”之首，美国《时代周刊》也将南锣鼓巷列为亚洲必去的风景区。CXO UNION-CXO联盟cxounion.cn

名气之大，由此可见一斑。

南锣鼓巷虽然在明清有着显赫的地位，但解放后则“泯然众人矣”。南锣鼓巷复兴于上世纪九十年代末，那时出现了一批非常有品位的小店，如：过客、文宇、三颗树、喜鹊等，都是一些演员、导演、小资、老外开的。到2008年北京奥运会，南锣鼓巷发展达到顶峰，成为“北京名片”。之后，古巷的业态和形象逐渐下滑。

786米的狭窄古巷聚集着287家门类不同的商户，平时单日客流量可突破10万人次，到了春节、五一、十一等重大节假日，更是摩肩接踵、人山人海，单日客流量可达30万人次。由于缺乏有效管理和引导，加之利益驱动，一个时期以来，古巷业态低端的餐饮、旅店、酒吧鳞次栉比，私营个体小商品店铺林立，开墙打洞、无证经营随处可见；除了驻街商户，无照游商时常出没。羊肉串使用的是鸭肉，矿泉水实际就是自来水；商户与顾客打架的事每天都发生，商户之间因为利益之争打得头破血流；古巷上空因为烧烤烟雾缭绕，古巷地面垃圾遍地……环境脏、乱、差，人员横、混、杂，治安不安，维稳不稳，欺行霸市，强买强卖，打架斗殴，严重损害古都的声誉和形象。导致这种风气最主要的原因是商家无序经营、业态管控缺位，古巷环境岌岌可危，令人担忧。CXO UNION-CXO联盟cxounion.cn

如此名巷，如此混乱，如此不堪，怎么交待？

老祖宗为东城区留下的宝贵文化遗产，决不能丢掉尊贵和品格！区政府下决心要彻底治理整顿南锣鼓巷，恢复其原有的历史文化风貌。但令人遗憾的是，传统的政府主导管理理念和方式已经落伍，虽然投入大量人力物力财力，几经治理，但效果依然不好，“劣币驱良币”“死灰复燃”等乱象始终未能得以根除。CXO UNION-CXO联盟cxounion.cn

怎么办？这个难题一直困扰着区政府。寻找良策，成为当务之急。几经周折，几番努力，在充分调研论证的基础上，制订了一个治理古巷的大胆方案：商会在前协调处理，政府在后鼎力支持，工商联和属地街道积极配合。区政府破釜沉舟：要想打赢古巷更新改造和精细化管理这场硬仗，必须发挥商会独特优势，凸显商会统战性、经济性、民间性的“特殊身份”。

在区政府的号召、鼓励、支持下，在区工商联及属地街道的密切配合下，徐岩“披挂上阵”，带领班子成员投入这场异常艰苦的“战斗”……

徐岩的头衔很多:北京市工商联常委、北京市东城区政协常委、北京市东城区商会副会长，北京市东城区南锣鼓巷商会会长、联合党委书记，北京华视纪录国际广告有限公司董事长，北京咂摸餐饮有限公司董事长，被评为“北京市优秀共产党员”“北京市优秀政治思想先进个人”“北京榜样”。就任会长多年的徐岩，平时日子过得很悠闲，四处巡视一下企业经营情况，到市、区工商联开开会，和老板们打打牌、喝喝茶、聊聊天，挺惬意的。

可是，让徐岩怎么也想不到，冥冥之中，一副千斤之重的担子已经在等待着他。他竟然赶上了区政府街区环境治理整顿提升这件大事，南锣鼓巷还是重点治理对象。

街道领导匆匆到南锣鼓巷商会找徐岩了，区长来了，区委书记也来了，市长来了，市委书记也来了……

南锣鼓巷历经坎坷，从远方的历史巷道款款走来。

作为古都名巷，她的历史是厚重的、耀眼的、辉煌的。这是谁也否定不了的事实。然而，面对今人管控、开发、利用的古巷，倘若叩问祖先，您对后辈子孙传统文化继承和发扬可曾满意？

徐岩清醒地认识到，要想改变古巷这种混乱不堪的局面，最重要的是制定一个大多数商户认可、符合街区业态定位的规定或契约，给大家戴上一个“紧箍咒”，用其规范、管控商家。

时不我待，说干就干。徐岩带领几名副会长和秘书长投入到工作之中，白天写，晚上改，一遍又一遍，不厌其烦。而后征求商户们的意见建议，直到满意为止。经过一段时间的忙碌，全国第一个以自治自律为主旨的社会公约——《南锣公约》应运而生，这是商会发挥服务商户会员优势、凝聚商家和居民共识取得的成果。《南锣公约》内容主要包括“诚信服务、价格公道、行业自律、公平竞争、依法经营”等，倡导全体商户做到“至诚至上、货真价实、言不二价、童叟无欺”。CXO UNION-CXO联盟cxounion.cn

逐渐地，《南锣公约》被商户们接纳了、采用了、信任了，大家都亲切地称为“我们的公约”。

在《南锣公约》逐渐成为南锣鼓巷商户行为准则的同时，徐岩顺势跟进，向商家提出了“南锣信誉百分百”的目标，并采取系列措施，进一步提升《南锣公约》的权威性。他代表商会与北京市东城区工商分局和食药监局等单位签署“首问责任和赔偿先付”责任书，与区法院签署《诚信共建备忘录》，使法律规范与商会自律携手发力，司法调解与商会调解相得益彰。

为保证《南锣公约》真正落到实处，徐岩带领商会建立了一本“黑色账单”，凡是被查处、被举报的南锣商户，无论什么原因，均列入不诚信范畴。凡被纳入“黑色账单”的商户，将在贷款、融资、审批等方面受到限制，形成“一处失信，处处受限”的约束力。

饱经沧桑的南锣鼓巷，要想焕发青春，她的发展走向至关重要。

作为承载老北京历史文化的重要特色街区，定位什么样的业态？实现什么样的发展？怎样进行科学管理？这一系列问题，既是北京市东城区委区政府建设“国际一流的和谐宜居之区”必须认真面对的课题，也是徐岩和他的商户们必须认真思考的现实问题，因为街区的发展与商家的利益息息相关。

徐岩明白一个道理：众人拾柴“火焰高”。他告诉自己的会员们：好点子大家出，大家的事情大家商量着办，但商会必须凝聚会员共识，顺时应势，主动作为。

徐岩知道，南锣鼓巷治理提升这样的复杂工程离开了商户参与，离开了各方支持，是很难做成的。

在徐岩的努力下，南锣鼓巷商会与东城区政府建立了直通车制度，经常开展对话交流，对于政府制定的整治措施，商会及时掌握并能够提出合理化建议。商会在接受新闻采访时，能够及时、准确地对外发出“商会的声音”，积极正面宣传，达成广泛思想共识。

在取消南锣鼓巷“3A”景区后，徐岩及时召开商会党支部会议，党员带头做好商户教育引领工作，号召大家正确对待南锣鼓巷环境治理提升，全力支持政府工作。通过商会会议、入户谈心、座谈讨论等形式，积极配合政府开展深入细致的政策宣传和思想引导工作，详细解读环境治理提升的目的、意义、内容、措施等，使业态调整、治理开墙打洞等工作得到广泛的支持和参与。

徐岩告诫会员：我们必须痛下决心，当机立断，一马当先，抓紧自查、自改、自治。

南锣古巷商会从业态低端、无照经营、一照多用、超范围经营等难点、痛点问题入手，组织商会会员企业刀刃向内，自我加压，自我牺牲，“关、并、转、升”多管齐下。

为营造公开公平公正的氛围和环境，徐岩提议成立业态提升委员会，公布南锣鼓巷所有治理整顿提升内容，公开透明，一把尺子“量长短”，大家共同治理、共同监督，谁也别琢磨其他的歪点子。全体会员企业自觉站在商会一边，自查、自改、自治一起进行，自掏腰包主动整改店面、提升业态。CXO UNION-CXO联盟cxounion.cn

徐岩带领商会明确自行整改方案，坚决关停超小店铺，清除5元店、10元店等经营假冒伪劣商品的店铺，清理冷热饮和咖啡执照超范围经营餐饮的店铺，所有“一照多店”均改为“一照、一店、一招牌、一出口”。公布小吃限制类名单，提升餐饮档次，促进餐饮企业向非餐饮企业转型，鼓励文创企业发展。

实施情感管理，是徐岩在南锣古巷环境治理提升过程中使用的招数之一，温馨、暖人还管用。

在区政府、商家和人民群众之间，徐岩牵线架起一座协商沟通的“连心桥”。通过这座“连心桥”，大家相互交流，共同协商，群策群力，使不少尖锐矛盾化解实现“软着陆”，并逐渐形成了“商会协调、政府支撑、政商同心、密切配合”的矛盾化解新模式，为其他商会改革和发展提供了范本。

有段时间，徐岩右腿受伤，十分严重，医生交代一定注意休息。但他在腿伤未愈的情况下，坐着轮椅、拄着双拐逐一登门拜访商户，顶着各种刁难、委屈和压力，苦口婆心地开展思想教育工作，深深地感动了每家商户。

为把工作做细做深做实，徐岩每天都要召开商会工作会，汇总当天情况，对出现的新问题制订相应的方案并及时向街道领导汇报，既贯彻落实政府工作要求，又回应好商户和居民的合理诉求，确保治理提升中各方基本满意。

人人都说：“榜样的力量是无穷的。”何为“榜样力量”？徐岩说，就是发挥商会会长、秘书长等党员骨干的模范作用，这是确保古巷环境治理成功的关键所在。

一直以来，徐岩引领南锣鼓巷商会在积极服务商户的同时，团结引导民营企业家心向党、热爱党、听党话、跟党走，积极主动承担社会责任。

在驻街商户遇到经营、资金、信息等方面困难时，徐岩总是千方百计给予扶助：部分商户在转型过程中遇到融资难问题，商会便主动与光大银行北京分行联系，徐岩用自己的资产和信誉为商户提供担保。为此，南锣鼓巷商会被评为“全国十佳服务典范”。

徐岩做公益慈善活动不分时间，随时随地都在做。2016年，徐岩带领商会积极参与“万企帮万村”活动，与甘肃省甘南藏族自治州政府签署“战略合作协议”，和该州克莫村结对，在其教育、医疗、就业、民生设施建设等领域精准发力，当年就组织商会筹集100万元善款，为甘南克莫村建起一座敬老院、一个牧场，彰显了首都民营企业家的社会责任和担当。

在徐岩和商会会员们共同努力下，南锣鼓巷商会关停无照商铺28家；“一照多店”全改为“一照一店”，减少商户59家；主街商户按照商会统一规划，重新自费装修，所有倚门售货改为店内经营，34%餐饮企业转型文创企业，彻底消除了低端业态。治理中疏解人口700余人。

浴火重生的南锣鼓巷胡同肌理结构恢复完整，786米狭窄古巷，重新聚集起200多家创意文化特色鲜明、风格各异的门店，深厚历史文化底蕴与焕然一新的古巷面貌交相辉映，环境优美，景色怡人，社会和谐，安全稳定，游客如织，商户繁忙，成为一道亮丽的风景线，吸引着国内外众多游客的目光。

辉煌属于过去，未来任重道远。徐岩将目光看向远方。

虽然，南锣鼓巷的整改得到了各级领导和社会的好评，全国各地的商会都到北京学习“南锣模式”，但徐岩并不满意。他认为，南锣鼓巷的今天确实来之不易，但只解决了业态和形象下滑问题，并没有打造出一批像老南锣鼓巷那样让人啧啧称赞的店铺。面对北京非首都功能疏解和首都核心区总体规划的要求，南锣鼓巷的脚步不能停留，必须继续前行。在徐岩心里，南锣鼓巷应该建成一条以展示、体验为主的小型博物馆式的特别有趣味的街道，而且要以文创为主体、以原创为特色、以世界领先为水准，这才是南锣鼓巷的终极使命和归宿。

徐岩的愿望在逐步实现。如今，他正组织南锣鼓巷商会的精英们，着力构建世界级开放型的原创平台，为南锣鼓巷未来发展提供技术支撑。同时，积极实施品牌输出战略，把南锣鼓巷开到全国、开到全世界，形成独特的渠道建设，之后反哺古巷，力争把南锣鼓巷打造成符合首都功能定位、领衔世界潮流的特色商业街。

再过几个月，南锣鼓巷的第一条连锁商业街——“曼谷南锣”乘着“一带一路”发展的东风，即将隆重开业……
