首席信息官罕见升至“一把手” 主要银行首席信息官大盘点

在任前公示“拟进一步使用”20天后，江苏银行行长葛仁余首次以江苏银行党委书记身份公开亮相，按照惯例，葛仁余走完必要程序后将出任江苏银行董事长。

出生于1965年的葛仁余是一位资深金融信息科技专家，曾在建设银行江苏省分行任信息技术管理部总经理，南京银行任信息技术部总经理，后陆续出任江苏银行信息科技部总经理、首席信息官（2017年2月起）、副行长（2018年2月起）、行长（2022年9月起）。

一位首席信息官逐步成长为董事长，这在银行业较为少见，也进一步凸显了数字化转型对商业银行的重要性。就江苏银行来说，葛仁余曾表示，江苏银行的目标就是打造“最具互联网大数据基因的银行”，将“智慧化”位列全行战略之首，始终保持着对金融科技创新的敏感性和积极性。CXO UNION-CXO联盟（cxounion.cn）

事实上，监管层面也始终高度重视商业银行信息科技相关能力建设、风险控制等。早在2006年，原银监会就发布了《银行业金融机构信息系统风险管理指引》，要求建立有效的信息系统风险管理架构，完善内部组织结构和工作机制，防范和控制信息系统风险。2009年，原银监会发布《商业银行信息科技风险管理指引》，明确提出商业银行应设立首席信息官，直接向行长汇报，并参与决策，并明确了首席信息官的多项职责。

目前，商业银行在首席信息官方面的设立情况如何，21世纪经济报道记者进行一个简单梳理：

六大行方面，除工商银行、农业银行外，其他四家大行均有首席信息官。其中，农业银行首席信息官蔡钊刚刚转任中国银行副行长，而在蔡钊之前，农业银行首席信息官由该行副行长徐瀚兼任。

工商银行未设置首席信息官一职，但有首席技术官，目前由吕仲涛担任，吕仲涛曾任工商银行信息科技部总经理一职，与其他大行首席信息官有类似任职经历。CXO UNION-CXO联盟（cxounion.cn）

邮储银行、交通银行目前首席信息官均为副行长，但路径有所不同。其中，邮储银行牛新庄是由首席信息官升至副行长，而交通银行钱斌是由副行长（2021年7月起）兼任首席信息官（2022年10月起）。

中国银行首席信息官为大行首席信息官中的唯一女性，孟茜出生于1965年，毕业于北京计算机学院，且毕业后始终在中国银行工作。

12家股份行层面，目前或曾有首席信息官的银行有7家，兴业银行、中信银行、浦发银行、光大银行、渤海银行暂没有首席信息官。其中，兴业银行曾在2022年公开招聘过首席信息官，但目前未见相关任职信息。

公开信息显示，早在2012年广发银行王兵就以首席信息官的身份拜访了原广东银监局相关领导，直到今年王兵出任广银理财董事长一职，预计该行首席信息官也将换人。CXO UNION-CXO联盟（cxounion.cn）

股份行首席信息官有多例跳槽事件：民生银行首席信息官张斌来自平安银行，而平安银行首席信息官唐家才来自网商银行。

整体来看，股份行首席信息官没有大行首席信息官高配，除广发银行外，其他股份行首席信息官均没有担任副行长职务。

城商行、农商行设置首席信息官一职较为普遍，且其中不少由副行长兼任。CXO UNION-CXO联盟（cxounion.cn）

如，日前成都银行副行长、首席信息官蔡兵因工作变动辞职，公告称，蔡兵为成都银行建立健全公司IT架构、完善信息科技管理制度等信息科技建设，以及持续推动数字化转型战略落地，推动金融科技发展等方面做出了突出贡献。

头部中小银行（总资产超万亿）中，北京银行首席信息官为龚伟华（2020年8月起），前任首席信息官王健（目前为副行长）任职时间为2006年7月至2020年8月。

上海银行首席信息官为胡德斌（2021年3月起），胡德斌还是该行副行长（2016年7月起），曾在工商银行任职。

宁波银行首席信息官为罗维开，罗维开还是该行副行长、首席财务官，在该行有10多年工作经历。

南京银行首席信息官为余宣杰，位列该行高管层，2020年9月起任职，兼任该行信息技术部总经理。

杭州银行首席信息官为李炯（2021年8月起），李炯还是该行副行长（2020年6月起），曾任该行信息技术部总经理等。

徽商银行首席信息官为王勇（2023年8月），曾任该行系统开发部总经理。CXO UNION-CXO联盟（cxounion.cn）

中原银行目前无首席信息官，2014年获批开业时首席信息官为张斌，张斌目前任民生银行首席信息官。

厦门国际银行2022年年报显示该行首席信息官为王鹏举，位列高管层，不过该行曾在2022年通过全球招聘形式招聘首席信息官。

盛京银行首席信息官为吴铁男（2023年8月），曾任该行信息科技部总经理。

长沙银行首席信息官目前空缺，前首席信息官为李兴双（2022年1月止），目前为该行副行长（2022年6月起）。

北京农商行2022年年报显示，李保旭曾担任该行首席信息官，李保旭目前为该行副行长。

上海农商行首席信息官为周衡昌，曾任该行信息管理部总经理，有交通银行工作经历。

历史信息显示，广州农商行首席信息官为蔡惠然，是否继续担任该职务未知。

此外，除银行外，不少消费金融公司、汽车金融公司也设置了首席信息官一职，如梅赛德斯-奔驰汽车金融、中原消费金融、马上消费金融、招联消费金融、海尔消费金融等。

In fact, the regulatory level has always attached great importance to the information technology-related capacity building and risk control of commercial banks. As early as 2006, the former CBRC issued the Guidance on Information System Risk Management of Banking Financial Institutions, which required the establishment of an effective information system risk management framework, the improvement of internal organizational structure and working mechanism, and the prevention and control of information system risks. In 2009, the former CBRC issued the Guidance on Information Technology Risk Management of Commercial Banks. In terms of the six major banks, except Industrial and Commercial Bank of China and Agricultural Bank of China, the other four major banks have chief information officers. At the level of 12 equity banks, there are 7 banks that currently or have had chief information officers, Industrial Bank, China Citic Bank, Shanghai Pudong Development Bank, Everbright Bank and Bohai Bank have no chief information officers. Public information shows that as early as 2012, Wang Bing of Guangfa Bank visited the relevant leaders of the former Guangdong Banking Regulatory Bureau as chief information officer. There have been several cases of CIOs jumping ship:. Zhang Bin, CIO of Minsheng Bank, came from Ping An Bank, while Tang Jiacai, CIO of Ping An Bank, came from MyBank.

It is common for urban commercial banks and rural commercial banks to set up the position of chief information officer, and many of them are concurrently held by vice presidents.

For example, CAI Bing, the vice president and chief information officer of the Bank of Chengdu, resigned due to job changes, and the announcement said that CAI Bing has made outstanding contributions to the information technology construction of the Bank of Chengdu to establish and improve the company’s IT architecture, improve the information technology management system.
