近一年来波浪式发展、曲折性前进的经济恢复历程一再提醒我们，当下的经济恢复不同于既往的周期性波动状况，不仅复杂程度超出预期，其持续时间亦具有不确定性。面对当前经济运行中呈现的新的困难挑战，做好当下经济恢复工作，必须紧密结合经济恢复进程的新特点新要求，深入领会以习近平同志为核心的党中央关于经济工作的最新科学论断、最新战略部署，学深悟透、自觉践行习近平经济思想，将着力点和着重点放在推动经济高质量发展的实践上，落实到加快经济恢复进程、保持经济运行向好态势的行动上，不断提高宏观经济治理的时效性和精准度。

一、把工作重点放在激发经营主体活力上

可以认为，“精准有力”调控，既是党中央对经济恢复进程中宏观调控操作提出的明确要求，也标志着我们党对宏观调控规律的认识以及对宏观调控手段的把握上升到了一个新的更高水平。

也可以认为，“精准有力”调控意在凸显当下经济运行面临的困难挑战的复杂性，旨在强调当下宏观调控所必需的精准度和针对性，重在为宏观政策操作设置约束条件。其中一个极其重要的考量就在于，瞄准调控的质量和效益，在仔细区分病因的基础上有针对性地分别用药、确保对症下药，将有限的宏观调控资源“用在刀刃上”、“精准”配置在经济恢复进程的着力点和着重点上。
