一、把工作重点放在激发经营主体活力上

可以认为,“精准有力”调控,既是党中央对经济恢复进程中宏观调控操作提出的明确要求,也标志着我们党对宏观调控规律的认识以及对宏观调控手段的把握上升到了一个新的更高水平。
也可以认为,“精准有力”调控意在凸显当下经济运行面临的困难挑战的复杂性,旨在强调当下宏观调控所必需的精准度和针对性,重在为宏观政策操作设置约束条件。其中一个极其重要的考量就在于,瞄准调控的质量和效益,在仔细区分病因的基础上有针对性地分别用药、确保对症下药,将有限的宏观调控资源“用在刀刃上”、“精准”配置在经济恢复进程的着力点和着重点上。
