【访谈】中天钢铁集团副总裁董力源：突破！向绿色，向智能，向高端

驽马十驾，功在不舍。历经二十二年跨越发展，中天钢铁已经从一家年产不足十万吨、濒临破产的小钢厂，到现在成为营业收入超1900亿元的国家级特大型钢铁联合企业。特别是2018年以来，中天钢铁牢牢抓住高质量发展的时代新机遇，围绕”一总部、多基地”的战略布局，现已形成以常州、南通、淮安为主的多生产基地。常州基地是全球单体最大、最具竞争力的优特钢棒线材精品基地；淮安基地建成150万吨、全球规模最大的超高强精品钢帘线基地。

从长江之畔到黄海之滨，仅用不到22个月时间，一座奇伟的”绿色钢城”在荒芜的滩涂苇荡上拔地而起–这就是中天绿色精品钢项目。它是落实国家战略，江苏省推动钢铁产能由沿江向沿海转移的重点示范项目，也是推动江苏产业转型升级的龙头项目。总投资超过1000亿元，规划钢铁产能2000万吨。

进入”十四五”以来，我国钢铁行业面临着国内外多重挑战。作为钢铁企业龙头，如何紧扣高质量发展，扎实做优、做精、做强主业？怎样把握时代脉搏，为中国式现代化伟大实践开新局、立新功？近日，有记者专访了中天钢铁集团副总裁董力源。 CXO UNION-CXO联盟（cxounion.cn）

Q1：中央政治局会议强调，”要坚持真抓实干，激发全社会干事创业活力，让干部敢为、地方敢闯、企业敢干、群众敢首创”。发扬”四敢”精神，实施”二次创业”以来，中天钢铁在哪些领域”闯”出了新突破？

董力源：近年来，我们”闯”出了产业突破和创新突破。首先，产业突破。站在集团”二次创业”的新起点上，中天钢铁围绕”一总部、多基地”战略布局，建设常州、南通、淮安，三个生产基地。特别是南通基地–中天南通绿色精品钢项目，着力打造智慧钢城，推动绿色转型，致力于成为一座千亿级高端绿色临港钢铁产业园。

其次，创新突破。比如，南通基地数控中心建设投用，远离生产区域超过5公里，通过”信息化平台””智能化系统””自动化设备”三化合一，使得生产效率、管理效率提升30%，物流效率提升20%-30%，朝着人均产钢2000吨的目标不断迈进。同时，南通基地投入近百亿元，开展节能减排、绿色发展工程，已经做到了”三零标准”（煤气零放散、固废零出厂、废水零排放）。 CXO UNION-CXO联盟（cxounion.cn）

Q2：在指挥建设中天南通绿色精品钢工程这一体量庞大的项目过程中，你遇到了哪些困难，什么使你印象最深刻？

董力源：项目建设期间，中天南通的6000多名员工为梦想而战，日复一日坚守岗位，以”5+2″”白+黑”的精神状态冲锋在项目建设第一线。在此期间，我们遇到了百年一遇的强对流天气、冰冷刺骨的寒潮以及来势汹汹的新冠疫情。最令我印象深刻的是，无论是遇到什么困难，中天人都团结一致，共同克服困难，这种精神让我感动。

特别是2021年4月30日的强对流天气，当时现场一片混乱–室外无人驾驶的汽车相互碰撞，室内窗户被风吹得打不开，电力系统、通讯系统中断。风停后，我们看见远处25000平方米的厂房屋顶就像头发一样迎风飘散，走近一看发现是彩钢瓦被撕成一条一条，现场大部分房子倒塌，没有浇筑混凝土或是混凝土没有凝固的钢结构被吹得东倒西歪，所幸没有任何人员伤亡。灾后修缮工作较为繁杂，我们机修厂的同志熬夜抢修各种水管、管道支架、厂房屋顶等等，大家24小时待命，昼夜不眠，整整三天时间，完成了100多项紧急抢修任务。

Q3：从项目签约到开工建设，再到全面达产达效，中天南通绿色精品钢工程建设以争分夺秒的速度推进，被外界称为”中天速度”。是什么成就了”中天速度”？

董力源：南通项目建设的这三年间，在省区市各级领导及集团老一辈的大力支持下，从签约到开工仅用了224天，期间完成了所有审批手续；从2020年8月28日开工建设，到2022年3月第一条产线建成投产，再到2023年3月一期一步全面投产，我们用了915天，建设这样一座规模庞大、设备先进的沿海标杆示范钢城，跑出了”中天速度”。

在这背后，我认为是有一种精神支撑着我们，那就是自集团创立之初就深深烙进企业文化的中天精神。我的父辈是做钢铁的，我从小耳濡目染，长辈们”艰苦奋斗”和”团结一心”的精神，一直深深影响着我。作为中天人，到了南通这片热土上，我们自然而然就把这种精神带了过来。建设期间，我们所有参建人员，都是怀着使命感、荣誉感，做着同一件事–那就是把中天绿色精品钢项目从图纸化为蓝图，我认为，这就是中天精神的发扬和传承。

Q4：青年是创新创造的生力军。你的团队平均年龄还不到30岁，作为一名”85后”企业家，带领一支数量庞大的青年团队创新创业，让传统钢铁企业焕发青春活力，你有哪些心得和”秘诀”？

董力源：中天南通公司是一个从无到有的项目，给青年员工搭建了一个充满无限可能的舞台。我相信只要年轻人有本领、敢想敢干，一定能实现自己的人生价值。公司也十分重视人才队伍的建设发展，建立了员工晋升三通道（管理类、技术类、技能类），并通过公推公选、公开竞聘的方式选拔人才，为年轻员工提供施展才华的舞台，现已有200多位青年才俊，走上了工段长、技术员的岗位。另外，公司每年精心挑选300余名优秀人才，进行专项培养，搭建”百人计划”人才梯队，为公司可持续发展注入不竭动力。

Q5：钢铁行业素有”工业粮食”之称，是我国重要的基础工业产业。在行业转型升级与实现”双碳”目标的大背景下，锚定高质量发展目标，解决市场需求与行业痛点，中天钢铁集团是怎样做的？

董力源：中国作为全球最大的产钢大国，但目前仍然有1000万吨的钢材依赖进口，比如硅钢片、飞机发动机用钢。所以，我们现在要做的是加快技术攻关，填补国内空白。 CXO UNION-CXO联盟（cxounion.cn）

产品方面，重点发展汽车、新能源汽车、高端精密装备制造、风电、军工、国家重点工程等特殊钢精品。全面实施”高端精品→”产品差异化战略。

技术方面，一方面通过”产学研””产研用”平台，与德国亚琛大学、北京科技大学、瑞典ABB等十多家国内外高等院校、科研院校合作，建立了钢铁研究总院–研究应用基地、院士工作站、JITRI–中天钢铁联合创新中心、东北大学中天钢铁研究院等，对外合作创新开发项目共计达60余项；另一方面，正在加快研发氢冶金技术，包括高炉喷吹焦炉煤气和电冶炉减碳冶炼工艺。

目前，我们完成了基础理论及工程可行性研究，年可降低CO2排放量75万吨。

Q6：”市场活力来自于人，特别是来自于企业家，来自于企业家精神”。你认为企业家精神的内涵是什么？如何弘扬企业家精神，才能真正助力中国式现代化发展？

董力源：第一是要树立家国情怀。坚持以依法纳税、合法经营为己任，争做爱国敬业、守法经营、创业创新、回报社会的典范。 CXO UNION-CXO联盟（cxounion.cn）

第二是要履行社会责任。坚持以实业兴邦、实业强国为己任，切实做到富而有德、富而有爱、富而有责。目前，中天钢铁社会捐助已超8亿元，后续仍要积极投身慈善事业，用于修桥铺路、帮困助学、抗震救灾、乡村建设。

第三是要勇于创新。多年来，我们牢牢抓住创新这个”牛鼻子”，突出技术引领，每年研发投入近30亿元，拥有轴承钢、帘线钢、齿轮钢等超600余种高技术含量、高附加值产品。目前，我们正在加大研发创新投入，积极推进绿色低碳发展，尽快成为环保A类企业.。同时，攻关一批”卡脖子”技术的产品，完成进口替代。

Q7：面对新形势、新机遇，推动高质量发展，下一步中天钢铁集团将怎样干？

董力源：中天钢铁正处于高质量发展的关键时期，我们将会围绕”一总部、多基地”战略布局，推动绿色转型、加快信息化建设，努力成为贯彻国家战略的示范、传统产业升级的示范、促进苏中苏南苏北协调发展的示范。

下一步，中天钢铁将强化产业链上下游协同，加速实现营业收入3500亿元、员工3万名、利税300亿元，奋力迈入世界500强企业行列，建设一座”有规模、有品牌、有内涵、有温度、有核心竞争力，备受尊敬的世界一流钢铁联合企业”。

A worn-out horse drives ten times, but it does not give up. After 22 years of leap-forward development, Zhongtian Iron and Steel has grown from a small steel mill with an annual output of less than 100,000 tons and on the verge of bankruptcy to a national-level super-large steel conglomerate with an operating income of more than 190 billion yuan. Especially since 2018, Zhongtian Iron and Steel has firmly seized the new opportunities of the era of high-quality development, centering on the strategic layout of “one headquarters, multiple bases”, and has now formed multiple production bases based in Changzhou, Nantong and Huai ‘an. Changzhou base is the world’s largest and most competitive unitized steel rod and wire boutique base; Huaian base built 1.5 million tons, the world’s largest ultra-high strength fine steel cord base. From the bank of the Yangtze River to the shore of the Yellow Sea, in less than 22 months, a wonderful “Green Steel City” rose on the barren beach reed – this is the Zhongtian Green Fine Steel project. It is a key demonstration project to implement the national strategy and promote the transfer of steel production capacity from the river to the coast in Jiangsu Province, and it is also a leading project to promote industrial transformation and upgrading in Jiangsu Province. The total investment exceeds 100 billion yuan, and the planned steel production capacity is 20 million tons.

Since entering the “14th Five-Year Plan”, China’s steel industry has faced multiple challenges at home and abroad. As a leading iron and steel enterprise, how to closely follow high-quality development, solidly do excellent, do fine, and strengthen the main business? How to grasp the pulse of The Times and make new achievements for the great practice of Chinese-style modernization? Recently, “China Industry and Commerce” reporter interviewed Dong Liyuan, vice president of Zhongtian Steel Group.

Q1: The meeting of the Political Bureau of the Central Committee stressed that “we must adhere to real work, stimulate the entrepreneurial vitality of officers in the whole society, so that cadres dare to do, localities dare to venture, enterprises dare to do, and the masses dare to create.” Carry forward the spirit of “four dares” and implement the “second entrepreneurship”, in which fields has Zhongtian Steel made new breakthroughs?

Dong Liyuan: In recent years, we have made industrial breakthroughs and innovative breakthroughs. First, industrial breakthroughs. Standing on the new starting point of the Group’s “second entrepreneurship”, Zhongtian Iron and Steel has built three production bases in Changzhou, Nantong and Huai ‘an around the strategic layout of “one headquarters and multiple bases”. In particular, the Nantong Base – Zhongtian Nantong Green fine Steel project, focuses on building a smart steel city, promoting green transformation, and is committed to becoming a 100-billion-level high-end green Lingang steel industrial park.

Second, innovation breakthrough. For example, Nantong base CNC center construction and operation, more than 5 kilometers away from the production area, through the “information platform”, “intelligent system”, “automation equipment” three into one, making production efficiency, management efficiency increased by 30%, logistics efficiency increased by 20%-30%, toward the goal of 2000 tons of steel production per capita. At the same time, Nantong Base has invested 10 billion yuan to carry out energy conservation and emission reduction, green development projects, and has achieved the “three zero standards” (zero gas release, zero solid waste delivery, zero waste water discharge).

Q2: In the process of commanding the construction of Zhongtian Nantong Green Fine Steel Project, a massive project, what difficulties did you encounter? What impressed you the most?

Dong Liyuan: During the construction of the project, more than 6,000 employees of Zhongtian Nantong fought for their dreams, stuck to their posts day after day, and took the lead in the project construction with the spirit of “5+2” and “white + black”. In the meantime, we’ve had the most severe convection in a century, a biting cold wave, and the coronavirus pandemic. What impressed me most was that no matter what difficulties they encountered, Zhongtian people were united and overcame difficulties together, and this spirit moved me. CXO UNION-CXO联盟（cxounion.cn）

In particular, the strong convection weather on April 30, 2021, when the scene was chaotic – outdoor driverless cars collided with each other, indoor Windows were blown by the wind, and the power system and communication system were interrupted. After the wind stopped, we saw the roof of the distant 25,000 square meters of the workshop floating like hair in the wind, approached and found that the color steel tiles were torn into one by one, most of the houses collapsed at the scene, and the steel structure that had not been poured concrete or the concrete had not solidified was blown to the ground, but fortunately there were no casualties. The repair work after the disaster is more complicated, our comrades stay up late to repair all kinds of water pipes, pipe supports, plant roofs, etc., everyone is on standby 24 hours, do not sleep day and night, a whole three days, completed more than 100 emergency repair tasks.

Q3: From the signing of the project to the start of construction, and then to the comprehensive production and efficiency, the construction of Zhongtian Nantong Green fine steel project is promoted at a speed of racing against the clock, which is known as “Zhongtian speed”. What makes “meridian velocity”?

Dong Liyuan: During the three years of Nantong project construction, with the strong support of provincial, regional and municipal leaders and the older generation of the Group, it only took 224 days to complete all the approval procedures from signing to starting construction. From the start of construction on August 28, 2020, to the completion and operation of the first production line in March 2022, and then to the full operation of the first phase in March 2023, we spent 915 days to build such a large scale and advanced equipment coastal benchmark demonstration steel city, and ran out of the “sky speed”.

Behind this, I think there is a spirit that supports us, that is, the Zhongtian spirit that has been deeply branded into the corporate culture since the founding of the group. My father is made of steel, I have been influenced by it since childhood, and the spirit of “hard work” and “unity” of the elders has been deeply affecting me. As Zhongtian people, to Nantong this piece of hot land, we naturally brought this spirit over. During the construction period, all of us participating in the construction, are with a sense of mission, a sense of honor, doing the same thing – that is, the Zhongtian green boutique steel project from the drawing to the blueprint, I think, this is the development and inheritance of the spirit of Zhongtian. Q4: Young people are the new force for innovation and creation. The average age of your team is less than 30 years old, as a “post-85” entrepreneur, leading a large number of young people to innovate and start businesses, so that traditional steel enterprises can be youthful vitality, what are your experiences and “secrets”?

Dong Liyuan: Zhongtian Nantong Company is a project from scratch, which sets up a stage full of infinite possibilities for young employees. I believe that as long as young people have the ability and dare to think and act, they will be able to realize their value in life. The company also attaches great importance to the construction and development of the talent team, the establishment of staff promotion three channels (management, technology, skills), and through the public election, open competition to select talents, for young employees to provide a stage to display their talents, there are more than 200 young talents, on the section chief, technician post. In addition, the company carefully selects more than 300 outstanding talents every year for special training, and builds a talent echelon of “100 people Plan” to inject inexhaustible impetus for the sustainable development of the company.

Q5: Iron and steel industry is known as “industrial food”, is an important basic industrial industry in China. In the context of industry transformation and upgrading and achieving the goal of “double carbon”, anchoring high-quality development goals and solving market demand and industry pain points, how does Zhongtian Steel Group do?

Dong Liyuan: As the world’s largest steel producer, China still relies on imports of 10 million tons of steel, such as silicon steel sheets and aircraft engine steel. Therefore, what we need to do now is to speed up technological research and fill the domestic gap. CXO UNION-CXO联盟（cxounion.cn）

In terms of products, it focuses on the development of special steel products such as automobiles, new energy vehicles, high-end precision equipment manufacturing, wind power, military industry, and national key projects. Fully implement the “high-end quality →” product differentiation strategy.

In terms of technology, on the one hand, through the “industry-university-research” and “industry-research-application” platform, we have cooperated with more than ten domestic and foreign universities and research institutions, such as Aachen University in Germany, University of Science and Technology Beijing, and ABB in Sweden, and established the General Institute of Iron and Steel Research – Research and application base, academician workstation, JITRI- Zhongtian Steel Joint Innovation Center, Zhongtian Steel Research Institute of Northeastern University, etc. The total number of foreign cooperation and innovative development projects reached more than 60; On the other hand, the research and development of hydrogen metallurgy technology is being accelerated, including blast furnace injection coke oven gas and electric smelting furnace carbon reduction smelting process.

Q6: “Market vitality comes from people, especially from entrepreneurs, from the entrepreneurial spirit.” What do you think is the connotation of entrepreneurship? How to promote the entrepreneurial spirit, can really contribute to the development of Chinese modernization?

Dong Liyuan: The first is to establish the feelings of family and country. Adhere to the duty of paying taxes according to law and operating legally, and strive to be a model of patriotism and dedication, law-abiding operation, entrepreneurship and innovation, and return to society.

Second, we need to fulfill our social responsibilities. Adhere to the industry to rejuvenate the country, industrial power as their own responsibility, and earnestly achieve rich and virtuous, rich and loving, rich and responsible. At present, the social donation of Zhongtian Iron and Steel has exceeded 800 million yuan, and the follow-up will still actively participate in charity, which is used to repair Bridges and pave roads, help the poor and students, earthquake relief and rural construction.

The third is to be innovative. Over the years, we firmly grasp the “nose of innovation”, highlight the technology leadership, annual research and development investment of nearly 3 billion yuan, with bearing steel, cord steel, gear steel and other more than 600 kinds of high-tech content, high value-added products. At present, we are increasing investment in R&D and innovation, actively promoting green and low-carbon development, and becoming A Class A environmental protection enterprise as soon as possible. Q7: Facing the new situation and new opportunities to promote high-quality development, what will Zhongtian Iron and Steel Group do next?

Dong Liyuan: Zhongtian Iron and Steel is in a critical period of high-quality development. We will focus on the strategic layout of “one headquarters, multiple bases”, promote green transformation, accelerate information construction, and strive to become a demonstration of implementing the national strategy, a demonstration of upgrading traditional industries, and a demonstration of promoting the coordinated development of the North and South of the Soviet Union.
