在业内人士看来，虚拟电厂是一个“看不见”的特殊电厂，它具备传统电厂的能力，甚至超越其能力，却不以实体电厂的形式存在。

蒋雪冬进一步解释说，虚拟电厂好比能源领域的网约车平台，电网就相当于道路网络，以前路上只有火电、水电、核电这种“传统出租车”，而虚拟电厂则将分布式电源、储能、用户侧发电等“社会车辆”都纳入平台。这不仅满足了更多人“打车”的需求，且通过算法匹配供需，提高了整个系统的运营效率。

“它让低成本的电力生产成为可能，建设一座百万千瓦级电厂和配套电网需投资50亿元以上，而如果有100万用户在需要时段同步响应节电1千瓦时，在智能终端的投资仅需2亿元。”蒋雪冬说，虚拟电厂最大的社会价值是有效降低碳排放量，将使社会的能源供应更加健康可持续。

二、参与电力市场实现多方共赢

尽管2022年夏天已经过去，但高温天气“催熟”的虚拟电厂依然炙手可热。在构建以新能源为主体的新型电力系统以及推进碳达峰、碳中和目标的背景下，虚拟电厂越来越受到重视。浙江便在“十四五”具体行动方案中提出，到2025年，试点建设10个左右虚拟电厂项目，提升最大可控负荷储备，具备日调峰能力20万千瓦以上。

国家政策也在不断“加码”虚拟电厂。今年3月，国家发改委、国家能源局印发的《关于加快推进电力现货市场建设工作的通知》明确指出，引导储能、分布式能源、新能源汽车、虚拟电厂、能源综合体等新型市场主体，以及增量配电网、微电网内的市场主体参与现货市场，充分激发和释放用户侧灵活调节能力。

行业研究预测，到2025年，虚拟电厂的运营市场规模将达到968亿元，到2030年将超过4500亿元。多位受访人士也表示，2030年之前，虚拟电厂有望达到千亿级市场。

Although the summer of 2022 has passed, virtual power plants that “ripen” in high temperature weather are still hot. Under the background of building a new power system with new energy as the main body and promoting the goal of carbon peaking and carbon neutrality, virtual power plants have been paid more and more attention. In the “14th Five-Year Plan” specific action plan, Zhejiang proposed that by 2025, the pilot construction of about 10 virtual power plant projects, improve the maximum controllable load reserve, with a daily peak load capacity of more than 200,000 kilowatts.

National policies are also constantly “increasing” virtual power plants. In March this year, the National Development and Reform Commission and the National Energy Administration issued the “Notice on Accelerating the Construction of the Power Spot Market” clearly pointed out that it will guide new market players such as energy storage, distributed energy, new energy vehicles, virtual power plants, energy complexes, as well as market players in the incremental distribution network and micro-grid to participate in the spot market.
