
《中共中央国务院关于促进民营经济发展壮大的意见》(以下简称《意见》)的出台,为民营经济下一步发展作出了重大顶层设计。民营经济在稳定增长、促进创新、增加就业、改善民生等方面发挥了积极作用,已成为高质量发展的重要基础和推进中国式现代化的生力军。《意见》对企业和行业发展有何重要影响和意义?民营企业家对中国市场、对经济发展信心如何?经济日报记者采访了黑龙江飞鹤乳业有限公司董事长冷友斌。
Q1:《意见》指出“促进民营经济做大做强”。这对企业和行业发展有何重要影响和意义?

冷友斌:《意见》针对民营企业的发展痛点、难点和方向,提出了务实方案,抓住了问题核心,让我们对国内市场信心大增,对未来经济发展充满期待。

Q3:《意见》提出,着力推动民营经济实现高质量发展,支持提升科技创新能力。飞鹤将如何布局科技创新?
冷友斌:多年来,飞鹤将科技研发作为企业发展的重中之重,在母乳研发、关键原辅料开发、工艺创新等领域,承担了30余项国家及省级科研项目。“十四五”国家重点研发计划中,有2项与婴配粉相关的项目,飞鹤分别承担1个专项和1个课题,为研制新一代婴配粉开展技术攻关。飞鹤成功建立了国内第一条自主研发的乳铁蛋白生产线,国产化率超过了90%,突破了行业“卡脖子”问题,提升了中国乳企在全球供应链的话语权和核心竞争力。

Leng Youbin: The release of the “Opinions” has played a positive role in promoting the enterprise and the industry. In particular, the “Opinions” focused on optimizing the development environment of the private economy, increasing policy support, strengthening the rule of law and other policy measures, is a major deployment and key top-level design for the development of the industry, but also a deep understanding of our private economy and deep care.
The state’s intensive release of policy signals to support the development and growth of the private economy is a great encouragement to the dairy industry. As a leading infant milk powder enterprise in China, Feihe is one of the earliest milk powder enterprises in China. Rooted in China’s land and history and culture, Feihe has accompanied the growth of Chinese babies from generation to generation, and is also one of the practitioners of private economic development. Q2: After the introduction of the Opinions, how confident are private entrepreneurs in China’s market and economic development?
Leng Youbin: The Opinions put forward practical plans for the pain points, difficulties and directions of the development of private enterprises, grasped the core of the problem, and made us greatly confident in the domestic market and full of expectations for future economic development.
Especially since the beginning of this year, China’s economy has shown a steady recovery and sustained good trend, which has strengthened the confidence of private entrepreneurs. The recovery of the economy, the expansion of consumption scenarios, the effective implementation of pro-consumption policies, the steady expansion of household consumption, and the acceleration of market sales growth have all released positive signals, making us more confident about the future.
In addition, governments at all levels have introduced a series of measures to alleviate financing difficulties, optimize the business environment, and promote high-quality development, and continue to solve the worries and difficulties of private enterprises. A good business environment has brought new opportunities for the development of enterprises, and China’s private economy has also shown strong vitality and surging momentum. Q3: The Opinions put forward that we should strive to promote the high-quality development of the private economy and support the improvement of scientific and technological innovation capacity. How will Flying Crane layout scientific and technological innovation?
Leng Youbin: Over the years, Feihe has taken scientific and technological research and development as the top priority of enterprise development, and has undertaken more than 30 national and provincial scientific research projects in the fields of breast milk research and development, key raw materials development, and process innovation. In the “14th Five-Year Plan” national key research and development Plan, there are 2 projects related to infant powder, and Feihe undertakes 1 special project and 1 topic respectively to carry out technical research for the development of a new generation of infant powder. Feihe successfully established the first self-developed lactoferrin production line in China, and the localization rate exceeded 90%, breaking through the problem of “sticking neck” in the industry, and enhancing the voice and core competitiveness of Chinese dairy enterprises in the global supply chain.
“Opinions” proposed to encourage private enterprises according to the national strategic needs and industry development trends, continue to increase investment in research and development, carry out key core technology research, and actively undertake major national science and technology projects in accordance with regulations. Leng Youbin: To enhance the reputation of “Made in China” is the country’s deep hope for the private economy to go to the wider world, and it is also the goal we have been working hard for. At present, branded consumption is becoming the mainstream of consumption, Chinese culture, Chinese brands, Chinese products have been unprecedented recognition of the new generation of consumers, the huge Chinese market will breed a number of major brands, which is also the inherent requirements of high-quality development and improve China’s international competitiveness of the inevitable requirements.

In terms of helping rural revitalization, Feihe relies on the industrial chain to create a “common rich chain”, driving the common development of upstream and downstream industries, creating a total of 170,000 jobs, and driving the value of more than 1 million mu of cultivated land in Heilongjiang Province. In terms of public welfare and charity, Feihe focuses on education, medical care, maternal and child care and other fields, and carries out multi-dimensional public welfare actions, with a total donation of nearly 600 million yuan.
