【观点】海马集团董事长景柱：加强民营企业内部腐败惩治

近年来，民营经济领域的腐败案件高发，治理上存在立案难、查处难、定罪难、量刑轻、追偿难等现实问题。《中共中央国务院关于促进民营经济发展壮大的意见》明确提出构建民营企业源头防范和治理腐败的体制机制。全国人大代表、海马集团董事长景柱两会期间提交议案，建议从六个方面加强民营企业内部腐败惩治工作。

聚焦“健全规范统一的办案机制，解决涉民企腐败立案难、查办难问题”。此前，最高检、最高法均释放出惩治民营企业内部腐败的积极信号，但现实中，公检法系统亟须规范统一涉民企腐败案件办案机制，协同明确职务侵占、挪用资金、侵犯商业秘密等常见犯罪立案、逮捕、起诉标准，坚持严格依法办案、公正司法，防止“该立不立、该捕不捕、该诉不诉、该判不判”等问题。
