【故事】北京时代凌宇科技股份有限公司董事长黄孝斌：心怀梦想 不断超越

在这个充满活力和无限可能的时代，创业是许多人心中的梦想。它不仅仅是一种追求经济繁荣的手段，更是一种实现个人价值、促进社会发展的途径。

一、心怀梦想造就两次创业

到目前为止，我一共经历了两次创业，也是人生中最精彩的两段故事。硕士研究生毕业后，我进入中国冶金设备总公司工作。那是我首次接触到大型企业，也让我对工业自动化有了更深入的了解。然而，我的内心深处一直渴望着创新和改变。1999年，公司为增强核心竞争力，决定成立一家以工业电气自动化为主营业务的新公司，我主动请缨担任市场部经理，这也成就了我人生中的第一次创业。

但很快我就体会到了创业的艰辛，不懂技术、缺乏经验、没有客户，问题迎面而来。面对这些巨大挑战，我和我的团队不断地学习、实践，用时间和心血将一个个困难逐步消解。到2004年时，已经在国内打下一片疆土，并涉足国际市场，在工业控制领域有了一定影响力。与此同时，我开始将目光投向新的发展领域，并作为公司副总带领研发部门正式投身于建筑智能化和城市信息化。 CXO UNION-CXO联盟（cxounion.cn）

随着行业理解的不断加深，我逐渐意识到物联网的发展潜力。我深信，物联网技术可以改变人们的生活模式，让人民的生活变得更加便捷和智能。2007年8月，我决定辞去稳定的工作，带领30多个年轻人创办了北京时代凌宇科技有限公司，主打物联网产品和智慧城市解决方案，自此开启第二段创业人生。很多人对我的选择甚是不解，作为初创元老，在公司发展蒸蒸日上的时候应该留下继续成长。但站在当时的视角，从大的方面说，自党的十六大提出“两个毫不动摇”后，民营经济得到了快速发展，全社会都充盈着创业创新的热潮，给我很大动力；从小的方面说，我更希望立足自身所擅长的领域，搭建一个持续创造社会价值的平台，建立一套高效的运营机制，希望能够从事实业，做一家在未来受人尊敬的公司。

二、技术创新实现快速发展

理想与现实往往相去甚远，过往皆成序章，一切重新归零。虽然已经是第二次创业，但缺乏资质、没有知名度、发展方向不清晰的问题仍然萦绕左右。彼时，中国城市化进程中城市管理水平和社会治理能力远远滞后于建设发展的速度，我总结过往积累的项目经验，提出利用工业控制领域的思维逻辑和技术路径来解决这些让政府头疼、群众抱怨的城市病，运用物联网无线传感技术使城市管理由数字化变为智能化、智慧化。

为了加快研发进度，我在2008年建立了中国第一个智能城市应用体验中心，邀请政府官员、专家学者、企业家前来参观物联网相关技术和产品，了解和体验物联网解决方案，再根据其需求和建议不断改进产品。得益于这种“领先半步”的经营哲学，时代凌宇在2009年物联网井喷式发展的窗口期占得先机，成为了业内公认的物联网技术的首倡者、实践者、守望者和创新者。 CXO UNION-CXO联盟（cxounion.cn）

在第二次创业的过程中，我深刻感受到民营企业的发展离不开党和政府的关心支持。十多年来，从中央、北京市到各个区都出台了很多政策来支持民营企业发展，帮助企业解决具体困难。以运用场景为例，能够促成技术落地是科技型民营企业发展过程中必不可少的条件。北京市围绕智慧城市建设和数字经济发展推出了许多场景，让时代凌宇有机会参与到信息化顶层设计、技术标准的编制和物联网示范工程的建设中，形成良好的运营示范。在政策的有力引导下，时代凌宇深耕物联网行业16年，完成了北京市、北京城市副中心、雄安新区等全国多地的重点项目，同时还参与了奥运会、冬奥会的媒体中心及多个重点站区的建设。

三、外引内调促进企业转型

当然，任何高速成长的企业在发展过程中都不免会遇到些问题，在物联网热潮渐趋平静后，公司在业务方向上也曾一度有过迷茫。但我相信，不断增长的物质精神追求与有限的资源供给之间的矛盾是永恒的，对这个矛盾的解决过程就是企业可持续发展的实现路径，也是持续创新的动机所在。 CXO UNION-CXO联盟（cxounion.cn）

在公司内部，我及时对发展方向进行了调整、校准，提出需求循环、技术循环、解决方案循环相互促进同时又独立运作的“三循环”管理运营理念。通过以用户为中心，用户参与的多主体协同创新、开放创新、以至大众创新来构建面向未来的创新模式。利用行业分析、产品推广、项目复制、标杆打造等一系列举措，建立可持续的商业发展模式，以应用创新带动技术发展，继而增强企业的内生动力，进一步融入到经济社会的全面发展中。

我也深知“勉强求全等于固步自封”，要想打造一家基业长青的优秀企业，必须秉承“和谐·开放·创新·协作”的核心价值观，积极融入产业生态。我在国企、民企工作过，深知公有制经济和非公有制经济完全可以相辅相成、相得益彰，而不是相互排斥、相互抵消。因此，我适时为公司引入了中国建投和中关村发展集团两家国资企业的投资，转型成为混合所有制企业。在这种背景下，时代凌宇与许多国企、央企形成合作，一同构建起“科研院所+高等院校+企业+产业联盟+合作伙伴”的生态体系，融入多个产业大生态，创建、孵化小生态，完成了发展瓶颈期的顺利过渡。

未来，我将积极响应党和国家号召，带领公司继续坚守主业、做强实业，坚持“专业化、产品化、精细化”的战略规划，积极培育和发展新质生产力，推进业务领域纵深发展。关注社会需求，充分发挥企业在科技创新中的主体作用，紧密围绕数字经济、智慧城市与绿色发展三重核心，激发数据要素资源在城市更新进程中的动力势能，用科技创新满足人民对美好生活的需要，将企业发展融入国家发展进程之中，与社会和谐共赢。

First, a dream creates two entrepreneurship

So far, I have experienced a total of two entrepreneurship, but also the two most wonderful stories in my life. After my master’s degree, I went to work in China Metallurgical Equipment Corporation. It was my first contact with a large enterprise and gave me a deeper understanding of industrial automation. However, there is always a deep desire for innovation and change. In 1999, in order to enhance the core competitiveness of the company, the company decided to set up a new company with industrial electrical automation as its main business, and I volunteered to serve as the marketing manager, which also achieved the first business in my life. But I soon realized how hard it is to start a business, with no technology, no experience and no customers. In the face of these huge challenges, my team and I continued to study and practice, and gradually resolved the difficulties with time and effort. By 2004, it had established a territory in the country, and set foot in the international market, and had a certain influence in the field of industrial control. At the same time, I began to focus on new areas of development, and as vice president of the company, I led the R&D department to formally devote myself to building intelligence and urban informatization.

With the deepening understanding of the industry, I gradually realized the development potential of the Internet of Things. I firmly believe that the Internet of Things technology can change the way people live, making people’s lives more convenient and intelligent. In August 2007, I decided to quit my stable job and led more than 30 young people to establish Beijing Times Lingyu Technology Co., LTD., focusing on Internet of Things products and smart city solutions, and started the second stage of entrepreneurial life. Many people are very confused about my choice, as a start-up veteran, when the company is thriving should stay and continue to grow. Second, technological innovation achieved rapid development

Ideal and reality are often far apart, the past is a sequence, everything returns to zero. Although it is the second time to start a business, the lack of qualifications, no visibility, and unclear direction of development are still lingering. At that time, the level of urban management and social governance ability in the process of urbanization in China lagged far behind the speed of construction and development. I summarized the project experience accumulated in the past and proposed to use the thinking logic and technical path in the field of industrial control to solve these urban diseases that caused headaches to the government and complaints to the masses, and to use the wireless sensor technology of the Internet of things to transform urban management from digital to intelligent and intelligent.

In order to speed up the research and development progress, I established China’s first smart city Application Experience Center in 2008, inviting government officials, experts, scholars, and entrepreneurs to visit IoT-related technologies and products, understand and experience iot solutions, and then continuously improve products according to their needs and suggestions. Thanks to this “leading half step” business philosophy, Times Lingyu took the lead in the window period of the blowout development of the Internet of Things in 2009, and became the pioneer, practitioner, watchman and innovator of the Internet of Things technology recognized in the industry.

In the process of starting my second business, I deeply felt that the development of private enterprises cannot be separated from the concern and support of the Party and the government. For more than a decade, many policies have been introduced from the central government, Beijing City to various districts to support the development of private enterprises and help enterprises solve specific difficulties. Taking the application scenario as an example, being able to facilitate the landing of technology is an indispensable condition in the development process of science-based private enterprises. Beijing has launched many scenarios around the construction of smart cities and the development of digital economy, giving Time Lingyu the opportunity to participate in the top-level design of information technology, the preparation of technical standards and the construction of Internet of Things demonstration projects, forming a good operational demonstration. Under the strong guidance of the policy, Times Lingyu has been deeply engaged in the Internet of Things industry for 16 years, completed key projects in Beijing, Beijing urban sub-center, Xiongan New Area and other places in the country, and also participated in the construction of the media center and a number of key station areas for the Olympic Games and the Winter Olympics. Third, to promote the transformation of enterprises

Of course, any fast-growing enterprise will inevitably encounter some problems in the development process, and after the Internet of Things boom has gradually calmed down, the company has once been confused in the business direction. However, I believe that the contradiction between the ever-increasing pursuit of material spirit and the limited supply of resources is eternal, and the process of solving this contradiction is the path to realize the sustainable development of enterprises, and also the motivation of continuous innovation.

Within the company, I timely adjusted and calibrated the development direction, and proposed the “three-cycle” management and operation concept of demand cycle, technology cycle and solution cycle promoting each other while operating independently. Through user-centered, user-involved multi-agent collaborative innovation, open innovation, and even mass innovation, a future-oriented innovation model is constructed. Using a series of measures such as industry analysis, product promotion, project replication, benchmarking, etc., to establish a sustainable business development model, drive technological development with application innovation, and then enhance the internal power of enterprises, and further integrate into the comprehensive development of economic society.

I also know that “grudgingly striving for perfection is equal to standing still”, in order to build an excellent enterprise with a lasting foundation, we must uphold the core values of “harmony, openness, innovation and collaboration” and actively integrate into the industrial ecology. Having worked in both state-owned and private enterprises, I am well aware that the public and non-public sectors of the economy can complement each other and complement each other, rather than mutually exclusive and cancel each other out. Therefore, I duly introduced the investment of two state-owned enterprises, China Construction Investment and Zhongguancun Development Group, to transform the company into a mixed-ownership enterprise. In this context, Times Lingyu has formed cooperation with many state-owned enterprises and central enterprises to build an ecosystem of “research institutes + universities + enterprises + industrial alliances + partners”, integrate into a number of industrial ecosystems, create and incubate small ecosystems, and complete the smooth transition of the bottleneck period of development. In the future, I will actively respond to the call of the Party and the state, lead the company to continue to adhere to the main business, strengthen the industry, adhere to the “specialization, productization, refinement” strategic planning, actively cultivate and develop new quality productivity, and promote the in-depth development of the business field.
