【观点】奥盛集团董事长汤亮：锚定科技创新 锤炼中国“智造”

当前，许多鲜明概括新时代中国经济趋势的“新词”——新质生产力、未来产业、人工智能+、放心消费行动等，正在被越来越多的企业所重视和关注。“这些‘热词’将很快体现在现实经济社会中。”全国工商联副主席、奥盛集团董事长汤亮接受记者采访时说。

今年全国两会上，政府工作报告用“波浪式发展”总结过去一年，在汤亮看来，这要求中国制造业包括民营制造业，要聚精会神加大科技创新力度，把更好的产品和服务推向市场。“在新的一年里，奥盛集团依然将坚定不移推进科技创新作为发展着力点，为市场提供更多适销对路的优质产品。”

一、矢志不渝锤炼中国“智”造

“大国实现现代化，无不依赖于高度发达的现代工业。我们必须扛起时代使命，以时时放心不下的责任感、积极担当作为的精气神，不断推进新型工业化进程。”党的十八大以来，就新型工业化一系列重大理论和实践问题作出重要论述。汤亮明确立身于“两个矢志不渝”，打造好“一树四翼”制造业板块，把推动新型工业化，实现高质量发展作为关键任务。“我们要矢志不渝立足制造业实体经济，坚持以科技创新为驱动的高质量发展。” CXO UNION-CXO联盟（cxounion.cn）

在汤亮看来，制造材料的创新和领先，是工业制造基础。掌握新材料优势，就能站稳市场脚跟，要牢牢抓住全球新一轮新材料科研与落地转化。奥盛集团的“一树”是上海新材料产业技术研究院，主攻方向为革命性新材料产业，是奥盛集团创新发展的“大脑”平台。“四翼”是新材料新技术转化后延伸出的四个高科技制造产业板块，涵盖全球桥梁缆索研发制造、高端医疗器械研发制造、航空动力精密制造、超导科技研发制造等。“四翼”齐飞，从整体上形成企业高质量发展主业布局，倾力打造出国际业界“第一梯队”。“只有站得‘高’，才能行得‘稳’，不断提升内需市场占比。”

今年，“新质生产力”备受关注。“高质量发展要求经济社会发展要追求发展质量，‘新质生产力’是对实体经济生产力迭代发展的要求和指引。”汤亮解释道，这意味着三个非常明确的指向：一是“新科技”必须要有领先国际先进水平、具有颠覆性效应的创新科技；二是“新制造”必须支持在原理、路径等方面完全不同于现有的技术路线，并拥有能够对原有工艺、技术方案进行替代的制造技术；三是“新服务”要建立独立自主的产业链和供应链，同时又是能够对全球产业链、供应链产生积极影响力的生产性服务业。

汤亮认为，党中央提出要发展新质生产力，是对中国先进生产力“再上一层楼”的要求和期盼。“奥盛集团立足实体经济制造业20余年，一直坚定不移以科技创新为驱动，全面提升生产力。”

在桥梁缆索领域，奥盛集团占全球特大型悬索桥、斜拉桥缆索市场份额近一半，目前已是全球前列的桥梁缆索供应商。在高温超导科技研发制造领域，经过“七年磨一剑”的科技攻关，全球首条超公里级高温超导电缆商业化示范段，在上海已安全运行27个月，此项工程一举创造五项世界纪录。

汤亮认为，科技新成果如果没有脚踏实地落地推广，就无法转化为推动经济社会发展的生产力。“建议政府深入企业，正视困难，必要时先破后立，出台更有力度、更有前瞻性和导向性的专项支持政策，为达到‘新质生产力’标准的企业雪中送炭。”

面对复杂多变的国际经济形势，以及高科技领域“卡脖子”问题，汤亮表示，国际市场是最能检验新型工业制造的舞台，要走出国门，积极参与国际竞标，抢占国际市场制高点。“我们要挺直腰杆，沉着应对，突破重围。攻坚克难的做法就是‘两手抓，两手都要硬’，一是加快科技进步，跻身于国际第一梯队；二是凭着技术优势，主动参与国际市场竞争。” CXO UNION-CXO联盟（cxounion.cn）

二、科技创新驱动产业升级

“要打造拥有独立自主知识产权的制造业产业链，这样才能拉动内需，推动中国经济双循环。”面对世界经济和产业链大格局的变化，对于深耕实体行业的企业家来说，跻身新时代产业链重组，是一个必须跨越的关卡，更是千载难逢的机会。

为身体力行贯彻落实长三角一体化发展国家战略，成为高质量发展突击队，2020年，汤亮参与组建长三角企业家联盟。“长三角的民营企业具有扎实发展基础，特别是有科技创新能力的民营企业，依靠长三角企业家联盟平台辐射，可以进一步扩大融合发展天地，做大做强企业，踏上高质量发展新台阶。”

作为长三角企业家联盟联席主席，汤亮站在全球新赛道、新竞争高度，以长三角一体化发展为舞台，以科技创新产业项目为抓手，由行业龙头企业牵头，组建14条关键产业链联盟。参与产业链联盟的上下游企业，将发挥各自资源禀赋和产业基础，在贯通创新链、供应链、人才链上，发挥融合发展优势，力争打破“卡脖子”难题。汤亮搭建起“长三角企业家圆桌会议”平台，积极参与联盟组织的各种对外交流活动，加强政企沟通平台、行业交流平台的建设，助力推进新型工业化进程，实现新一轮高质量发展。

长三角企业家联盟组建至今，汤亮有三点心得。首先，组建产业链，关键是扩大产业边际效应。“在一条产业链内，所有企业资源都能交换、互通、融合，所产生的企业发展能量和经济效益是叠加式的。”其次，产业链的关键连接点，是创新链和人才链的连接。人才链互相流动，创新链才能无缝衔接，共同促进企业提质增效。“这要求参与产业链的企业要有创新能力和人才储备。”第三，新时代产业链离不开数字化加持与科技创新，而科技创新离不开数字科技赋能。“产业联盟将把数据资源共享作为建设产业链的生命线。”

三、在高质量发展道路上阔步前行

作为全国人大代表，汤亮十分关注民生领域。今年全国两会上，汤亮带来四份建议：一是改革完善“年度体检”，二是进一步改造完善城市适老化公共设施，三是抓住居家养老“两次装修”内需热点，四是立法扶持我国脐带血干细胞资源采集。这四份建议都关乎近年来人民群众呼声较高的问题。

今年全国两会期间，汤亮与各位代表展开热烈讨论。他认为，政府工作报告对今年工作作出全面部署，经济工作主要预期目标非常明确。让他印象尤为深刻的是：从今年开始，国家将连续几年发行超长期特别国债，用于国家重大战略实施和重点领域安全能力建设；在发展数字经济上，将开展“人工智能+”行动；在增强社会保障上，全国实施个人养老金制度等。“这些重大举措，必将进一步推进国民经济发展，中国发展必将乘风破浪、未来可期。”

In Tang Liang’s view, the innovation and leadership of manufacturing materials is the basis of industrial manufacturing. 2. Scientific and technological innovation drives industrial upgrading

“We should build a manufacturing industry chain with independent intellectual property rights, so as to stimulate domestic demand and promote the double cycle of China’s economy.” In the face of changes in the world economy and industrial chain, for entrepreneurs who are deeply engaged in the real industry, joining the industrial chain restructuring in the new era is a barrier that must be crossed, and it is a once-in-a-lifetime opportunity.
