【访谈】隆基绿能副总裁佘海峰

在全球能源转型进程中，太阳能已逐渐成为一大核心支柱。市场调研公司TrendForce最新研究显示，2023年全球新增光伏装机量增长率或将达到53.4%。

隆基绿能副总裁佘海峰在博鳌亚洲论坛2023年年会上接受记者专访时表示，全球能源转型正处于前所未有的机遇期。大规模发展以光伏为代表的可再生能源将帮助广大发展中及欠发达国家和地区加快实现能源自主，也能在应对能源危机方面促进更有效的全球协同。但当前市场存在一定过热迹象，中国应通过积极参与相关国际标准制定，加快全产业链的智能化、绿色化升级，借力“一带一路”推进全球化布局等举措助力光伏产业高质量发展迈上新阶。

一、更“公平”的太阳能助力部分国家“后发先至”

随着传统能源危机频发，可再生能源成本大幅降低，各国推进能源转型的步伐持续提速，在很多地区，太阳能发电的成本已经降到了1.5美分一度电。 CXO UNION-CXO联盟（cxounion.cn）

佘海峰介绍，目前再生能源的发展水平远远超出认知，同步实现便宜的价格、清洁的环境不再遥不可及。而太阳光在全球的分布更均衡、更公平，有人活动的地方，基本上都能够获取，在清洁能源中具有突出优势。

作为光伏硅片与组件领域的龙头企业，隆基绿能的海外业务遍布全球。在他看来，基于不同国家和地区所处的发展阶段，全球市场可以大致分为三类，“在从政策支撑到技术运用都非常成熟的欧美市场，我们产品解决方案基本可以在当地直接运用；第二类发展中市场，例如东南亚国家，多处于政策已基本到位，但产业发展认知、经验不足的阶段，我们需要在方案提供的基础上进一步做好扶持、引导、培训。”

第三类市场则包括非洲、拉美等地，普遍以传统能源为主导，尚未充分意识到其实现在新能源比传统能源成本更低，新能源相关政策不明确，存在较多缺电甚至无电区域。佘海峰指出，正是因为这些地区传统能源体系不那么成熟、发达，在这一轮新能源浪潮中，它们的转型阻力会更小，更易出成效。 CXO UNION-CXO联盟（cxounion.cn）

“像南亚、拉美等地，日照资源其实是很丰富的。对于这类待开发市场，我们会更多地基于公益目的，去打造一些示范性项目，让当地政府、老百姓更直观地感受到能源转型的价值，更积极地参与进来。”以肯尼亚为例，佘海峰介绍，之前当地部分自然保护区没有电，在野外接入电力也较为困难。如果采用传统的柴油发电，柴油需要从国外高价购买，不仅污染环境，成本还非常高，“我们在当地多个保护区搭建了独立的光伏供电系统，不少周边国家的自然保护区都在学习这个方案。”

二、行业火热背后仍存隐忧应提高门槛把握“第二跳板”

中国光伏行业协会数据显示，2022年，我国新增光伏发电并网装机容量约87GW，连续10年位列世界第一。光伏行业投资金额近年来也逐年增加，截至2022年年底，光伏上市企业近140家。

“论坛年会上，大部分的讨论都离不开绿色转型、能源危机、可持续发展这些关键词，会场之外，全国各地都在大力招商引资，包括光伏在内的新能源项目很受欢迎。”佘海峰认为，行业当下的热度有目共睹，但这股热潮一定程度上掩盖了国内整体技术水平及产能发展不均衡、产业链各环节协同不足、监督管理待完善等问题。

在佘海峰看来，目前整个产业确实有些过热，一个突出表现是低价值产能的重复建设，“近年来，很多企业和资本跨界进入这个行业，但其中一部分没有做好中长期规划，没有征拓创新的愿景，看到市面上什么火就做一个类似的，或选择压低价格，降低品质。当前市场已基本进入平价无补贴的新阶段，在竞争日趋激烈的环境下，它们会很快被淘汰，形成社会的沉没成本，也破坏了整个行业的生态和声誉。” CXO UNION-CXO联盟（cxounion.cn）

此外，佘海峰认为，中国近几年一直在强调供给侧改革，当行业发展到达一定高度，国内市场空间趋于饱和，产能过剩风险上升，如何在产业链、供应链上实现更高质量的突破？随着全球能源转型趋势加快，面对光伏产业旺盛且紧迫的海外需求，企业如何“扬帆出海”，持续拓宽发展边界？这是些所有从业者都会面临的挑战。

对此，佘海峰建议制定一些更加严苛、细致的标准，“我们的技术、规模等已经到这个水平了，中国有实力也有必要去参与甚至主导很多的国际通行的标准制定，适当提高行业准入门槛，审慎做好项目规划，规范行业乱象。相关主管部门及行业协会对此应更积极一些。”

同时，佘海峰认为，在广大新能源企业在乘势而上、高歌猛进的同时，应从全局、长远、大势上作出判断和决策，避免同质化竞争、低水平重复，敢于在核心赛道、硬核技术上比拼，切实提高国际竞争力，合力维护行业生态和中国企业来之不易的海外声誉。

今年，“一带一路”倡议迎来了十岁生日。佘海峰认为，“一带一路”的内涵绝不仅限于一般的货物贸易，“隆基绿能在‘一带一路’的布局是比较早的，并且很早就迈出了第二步，我们在越南、马来西亚等东南亚家已建有多个全产业链生产基地。”

能源发展需要全球合作，也需要自由贸易。然而，不少专家在本届论坛年会上指出，近年来，国际上出现一定的“脱钩断链”倾向，对广大跨国经营企业带来多重挑战。 CXO UNION-CXO联盟（cxounion.cn）

佘海峰表示，得益于“一带一路”前瞻性的政策导向及日益强大的贸易合作关系网，隆基绿能感受到整体上相关国家和地区对中国企业态度更加友好，及时调整产业布局使企业得以在全球化逆风中赢得战略主动。他建议，更多企业应结合“一带一路”、RCEP等机制框架制定海外发展规划，把握住这些企业经营边界向外延展的第二跳板。

三、坚守长期主义向“零碳”灯塔奋进

26.81%——去年年底，德国哈梅林太阳能研究所(ISFH)在相关报告中对隆基绿能自主研发的硅异质结电池转换效率作出认证。

这是继2017年日本公司创造单结晶硅电池效率纪录以来，时隔五年再次诞生的最新世界纪录，也是首次由中国太阳能科技企业创造的，迄今为止硅太阳能电池效率的最高纪录。

这颗“皇冠上的珍珠”背后，是隆基绿能20多年来坚持长期主义，勇攀技术高峰的不懈努力。过去五年，隆基在太阳能领域投入了超过20亿美元的研发费用。“效率越高，成本越少。我们在这方面的研发创新，本质上是为了让人类在推进能源转型的过程中付出的代价更低。”佘海峰说。

“目前，在太阳能行业，上游的创新优势基本在中国，但是在应用侧，各地的自然环境、应用环境差异较大，各地对产品与技术要求也是多样的。通过建立更多的技术研发创新机构，与当地合力促进更多本地化、系统性的应用转化，是我们下一步的一大重点方向。”佘海峰说。

但隆基绿能的战略眼光不止于此，“我们的目标是以高标准建设为行业树立典范，正在考虑把浙江的工厂能够和‘零碳’结合，力争打造成一座‘零碳灯塔工厂’。希望在不久的未来，隆基绿能打造的每一座工厂都是高度智能化且零碳的。”佘海峰说。

​1. A more “fair” solar energy to help some countries “last to start first”

​With the frequent occurrence of traditional energy crises, the cost of renewable energy has been greatly reduced, and the pace of energy transformation in various countries has continued to accelerate, and in many areas, the cost of solar power has been reduced to 1.5 cents per kilowatt hour.

The distribution of sunlight in the world is more balanced and fairer, and the places where people are active are basically able to obtain it, which has outstanding advantages in clean energy. In his view, based on the development stage of different countries and regions, the global market can be roughly divided into three categories, “in the European and American markets from policy support to technology use are very mature, our product solutions can basically be directly used in the local; The second type of developing markets, such as Southeast Asian countries, are mostly in the stage of policy has been basically in place, but lack of knowledge and experience in industrial development, we need to further support, guidance and training on the basis of the program.”

​2. There are still hidden worries behind the hot industry should raise the threshold to grasp the “second springboard”

​Data from the China Photovoltaic Industry Association show that in 2022, China’s new grid-connected photovoltaic power generation installed capacity of about 87GW, ranking first in the world for 10 consecutive years. The amount of investment in the photovoltaic industry has also increased year by year in recent years, and by the end of 2022, there are nearly 140 listed photovoltaic companies. ​In this regard, She Haifeng suggested the development of some more stringent and detailed standards, “our technology, scale, etc., has reached this level, China has the strength and need to participate in and even dominate a lot of international standards, appropriately improve the industry access threshold, prudently do project planning, regulate the industry chaos.” Relevant authorities and industry associations should be more active.”

​At the same time, She Haifeng believes that while the majority of new energy enterprises are riding the trend and making great progress, they should make judgments and decisions from the overall, long-term and general trend, avoid homogenized competition and low-level repetition, dare to compete in the core track and hard core technology, effectively improve international competitiveness, and work together to maintain the industry ecology and the hard-won overseas reputation of Chinese enterprises.

He suggested that more enterprises should formulate overseas development plans in combination with the “Belt and Road”, RCEP and other mechanisms and frameworks, and grasp the second springboard for these enterprises to extend their business boundaries.

​3. Aadhere to the long-term doctrine to forge ahead to the “zero carbon” lighthouse
