“小巨人”作为专精特新企业中的“排头兵”，成为解决各行业关键核心问题的“特种部队”，为此，浙报集团《浙商》杂志专访杭州华源前线能源设备有限公司总经理、浙江大学MBA校友徐国富，探究这家国家级“小巨人”缘何在新能源领域中的新赛道快人一步、口碑载道。

一、融合混改优势沉淀品牌价值

华源前线历史悠久，从部队企业转制地方再到国企混改，见证了国企改革40余年的光辉历程，也经历了电储能技术不断取得重大突破的发展变迁。 CXO UNION-CXO联盟（cxounion.cn）

华源前线创建于1978年，原隶属于浙江省军区（解放军总后勤部第九零八四工厂），是原国家劳动部锅炉定点制造厂家、我国最早生产系列燃油燃气锅炉的厂家之一,承担了部队用户的供暖锅炉设备。1999年企业“脱下戎装”，从军队转制到地方，投身经济发展大潮。

2002年杭州华电华源环境工程有限公司注资并购杭州前线锅炉厂，2004年正式更名为杭州华源前线能源设备有限公司。

徐国富回顾道，早在1994年，杭州华电华源响应国家号召“主攻”蓄能供冷项目，以冰或水蓄冷技术将低谷电储存在蓄冰（水）装置中，待需要之时将所储存的冷量释放出来用于供冷，缓解高峰用电紧张和降低运行费用，典型的案例比如浙江大学紫金港校区区域供冷系统、大兴机场等。

随着供热需求的增长，华源前线应运而生。“最早的供热项目之一凤起大厦至今已运行20多年，当时在原先的煤锅炉房拆掉堆煤厂，安上电锅炉及蓄热系统，目前依然稳定工作，可靠性和先进性可见一斑。”

“管理的作用，就是把有限的资源实现最大效益。”1999年，徐国富攻读浙江大学MBA（工商管理硕士），深受《企业伦理》课程启发，他认为，在竞争激烈、瞬息万变的市场经济社会里，要坚持为客户创造价值，为员工、股东、社会和谐供应。这项理念也在他日常的管理工作中体现得淋漓尽致。 CXO UNION-CXO联盟（cxounion.cn）

2018年中国能源建设集团并购控股股东华源公司，华源前线成为中国能源建设集团与中国华电集团（华电电力科学研究院）双央企联合控股企业。在混合所有所有制的背景下，深谙经营之道的徐国富一直考虑：华源前线如何做到将国有规范和市场灵活性这两者的优势融为一体。

他进一步表示，适合的管理模式才是最好的，最大的挑战就是平衡与博弈。“一方面，我们把企业做得更加有活力，在市场上面有更快的反应速度，产生经济效益，另一方面，我们的项目经常涉及国计民生，要考虑社会效益。同时也要符合国有控股的各项规范性要求。”

截至2022年中，华源前线已承接国内各大发电集团、地方能投集团以及亚非拉欧17个国家地区400余个大型电站辅助锅炉项目，其中包括众多1000MW、600MW等各种大型电站。是电站辅助锅炉业绩最多、实践经验最丰富的制造厂家之一。

二、推动能源转型驱动储能发展

近年来，在“双碳”背景下我国以风电、光伏发电为代表的新能源发展成效显著，装机规模稳居全球首位，发电量占比稳步提升。 CXO UNION-CXO联盟（cxounion.cn）

但是，新能源发电存在不少难点、痛点问题。一方面新能源具有波动大、随机性强等特点，难以满足电网需求，易造成电网不稳定等问题。另一方面，存在惊人的浪费现象，新能源电能消纳是一个较大的难题。

围绕这两大行业痛点，徐国富表示：保障新能源消纳，配置储能，是关键技术。“新能源+储能”的配置具有削峰、填谷、调频等多重功能，可保证电力系统安全稳定运行，更好发挥新能源在能源保供增供方面的作用，为我国实现“碳达峰碳中和”奠定坚实的基础，这也是华源前线当前的主要业务板块。

他形象地比喻储能就像大号“充电宝”，可以平衡供需，随取随用，备受市场青睐。常见的储能技术主要有：抽水蓄能电站、飞轮储能、氢储能、电化学储能（储能电池）、热储能等。各种技术可在不同的领域发挥优势。华源前线电锅炉消纳加储热的“组合拳”威力过人。“我们将需要消纳的电储存成热，锁定两大去向，一是常规热用于工业采暖，二是高温热储存后再次发电，再利用余热。实现了电到电+热能的梯级利用，大大提高了新能源电力的使用效率。”

三、科技自立自强深耕“专精特新”

“未雨绸缪早当先，居安思危谋长远。”机会往往是留给有准备的人。徐国富表示，在管理上，我们注重制定战略，有序推进分工协作，营造优秀企业文化。最关键的是，我们将科技创新作为企业的“生命线”，十分注重行业风向，往往着眼未来加强研发创新。

2009年，我国核电自主化发展进程加快，不同于火电站所用的燃油或者燃气锅炉，“高压电极锅炉”进入众人的视野。华源前线团队经分析后，向中核集团响亮发声：“中国的核电站就是要用自主创新的锅炉作为辅助锅炉，这活儿我们也能干。”2010年，华源前线与中核集团合作，共同开发高电压电极锅炉，成功完成样机试制。

然而，2011年日本发生“3·11地震”，福岛核事故引来全球疑虑，我国的核电站部署按下了“暂停键”，这个项目也因此搁置了。“但是我们相信电气化肯定是个趋势，于是进一步研究这个未完成的课题，作为未来的技术储备。”

在超前的管理理念下，万事俱备、只欠东风。不久，天赐良机转眼便至，“高压电极锅炉蓄热系统”成就了华源前线在新能源领域的先发优势。2016年以后，我国大力发展和推广新能源，在政策催化下风光电新能源对消纳设备的需求剧增，大规模储能配置成为新能源发电渗透率进一步提升的必然选择，成就了华源前线的蒸蒸日上。

“人无我有，人有我优，人优我转。”徐国富透露，抓住了新能源风向的华源前线还在不断挑战前沿技术，例如电极式超高温度熔盐加热炉已在中试阶段，中国能建揭榜挂帅项目全球首台套300MW级压缩空气储能电站储热装置系统正在研发推进中。与此同时，华源前线也插上了“数字化的翅膀”，研发水平“如虎添翼”。徐国富说：“我们的制造设备、管理系统、物流仓储完全实现了数字化，经长期的项目数据收集与诊断分析，针对用户管理形成了专家评测系统，能够及时进行故障诊断、优化项目配置。为用户配置最合理、性价比最优的全套方案。”

2022年，华源前线成功获评工业和信息化部公布的第四批国家级专精特新“小巨人”企业,这也是今年继入选工信部《全国工业领域电力需求侧管理第四批参考产品（技术）目录》后的又一国家级荣誉。

Huayuan Front line was founded in 1978, formerly affiliated to the Zhejiang Military Region (PLA General Logistics Department 984 Factory), is the former national Ministry of Labor designated boiler manufacturers, China’s first production series of oil and gas boiler manufacturers, bear the heating boiler equipment for military users.
