12月4日，由新华网主办的2023数字科技创新发展大会在海南博鳌召开。本次大会是2023中国企业家博鳌论坛的平行论坛之一。大会邀请政产学研用各方代表围绕“强化数字赋能 加快产业转型”主题，探讨数字技术如何更好赋能实体、服务社会、造福百姓。
党的二十大明确提出，到2035年基本实现新型工业化。中国工业互联网研究院党委书记田川以《工业互联网推动企业数字化转型》为主题进行观点分享。
一、深刻认识工业互联网推进新型工业化的重要作用
工业互联网是新工业革命的重要基石，是数字技术和实体经济深度融合的关键支撑，是新型工业化的战略性基础设施和重要驱动力量。加快工业互联网规模化应用，加快改造升级传统产业，推进企业“智改数转”，大力推动数字技术与实体经济深度融合，成为落实推进新型工业化这个关键任务的有力措施。
田川认为，工业互联网在推进新型工业化中，对于实现“量”的增长、“质”的提升、“技”的进步、“数”的转型、“碳”的治理、“链”的安全具有三方面重要作用。
一是基础支撑作用。工业互联网通过网络、标识、平台、数据、安全五大功能体系建设，推动海量异构数据的采集、汇聚和建模分析，促进数据要素价值充分释放，实现要素资源在更大范围、更高效率、更加精准的优化配置。为制造业数字化转型升级提供必备的基础条件，不断夯实新型工业化发展根基。
二是创新驱动作用。工业互联网深度集成5G、云计算、大数据、人工智能、区块链等数字技术，打通云、网、边、端，加速聚合通信技术、信息技术和控制技术，带动相关技术全面突破和迭代创新，探索产生了一系列新技术、新产业和新产品，不断拓展新型工业化发展空间。
三是融合引领作用。工业互联网将数字技术与行业特有的知识、经验、工艺相结合，提升生产经营各环节数字化水平，推动生产方式与企业形态根本性变革，进一步促进大中小企业、一二三产业融通发展，不断释放新型工业化发展动能。
田川认为，企业数字化转型是大势所趋，工业互联网赋能企业数字化转型已取得积极成效。以新一代信息技术与制造业深度融合为主线，以工业互联网平台为支撑，企业数字化转型已成为大势所趋。过去五年，在政产学研用等各方的共同努力下，发展工业互联网取得一系列阶段性、标志性成果。政策体系持续健全、产业基础不断完善、数据应用成效显著、赋能行业场景日益丰富、生态建设逐渐壮大。
二、推动企业数字化转型的思考
田川表示，基于已有的实践经验，建议可以采取横纵结合的“T”型战略，加快向“IT+OT”技术并重升级，推动数字化转型。其中，“一横”是指加快建设工业互联网新型基础设施，建设面向产业链或细分行业的数据中心，搭建集工业数据汇聚、建模分析仿真、算法模型调用于一体的工业互联网公共服务平台，形成支撑数字化转型的IT技术环境。“一竖”是指从设备、单元、产线、车间、工厂多维度推动数字技术与工业场景的应用需求深度融合，通过建设面向企业的数字化转型服务机构，提供数字化转型诊断、解决方案、具体实施和成效评估等全流程服务，加速OT侧数字化改造。
围绕“T”型战略推进和实施，田川建议可以从以下四个方面考虑：
一是加快建设工业互联网新型基础设施。依托“大企业建、中小企业用”的模式，建设一批面向重点区域、重点产业链、产业集群的新型基础设施。
二是加快建设数字化应用体系。依托大数据中心，建设产业大脑，构建省级产业大数据系统，重点面向企业提供核心能力诊断、产业生态建设等数字化服务，面向政府提供决策辅佐类、监管支撑类业务。此外，中国工业互联网研究院还牵头建设了“装备制造业数字供应链平台”，后续还将联合各地共同打造国家级装备制造业数字供应链平台，提升产业链供应链韧性和安全水平。
三是加快建设数字化转型公共服务体系。以数字化转型促进中心等公共服务平台建设为抓手，按照“行业出题、产业答题、供需协同”的思路，强化数字化转型产品和服务供需对接。
四是加快建设符合产业需求的人才体系。加强数字化转型人才培养，不断壮大企业数字人才供给。
“中国工业互联网研究院愿与各方共同推进工业互联网创新发展，为建设制造强国和网络强国，推进新型工业化贡献智慧和力量。”田川说。

Tian Chuan: The industrial Internet promotes the digital transformation of enterprises
On December 4, the 2023 Digital Technology Innovation and Development Conference hosted by Xinhuanet was held in Boao, Hainan. This conference is one of the parallel forums of the 2023 Boao Forum for Chinese Entrepreneurs. The conference invited representatives from government, industry, universities and research institutes to focus on the theme of “Strengthening digital empowerment and accelerating industrial transformation” to discuss how digital technology can better empower entities, serve society and benefit the people.
The 20th National Congress of the CPC made it clear that the new type of industrialization should be basically realized by 2035. Tian Chuan, Secretary of the Party Committee of China Industrial Internet Research Institute, shared his views on the theme of “Industrial Internet Promotes Digital transformation of Enterprises”.
First, deeply understand the important role of the industrial Internet in promoting new industrialization
The industrial Internet is an important cornerstone of the new industrial revolution, a key support for the deep integration of digital technology and the real economy, and a strategic infrastructure and an important driving force for new industrialization. Accelerating the large-scale application of the industrial Internet, accelerating the transformation and upgrading of traditional industries, promoting the “smart transformation of enterprises,” and vigorously promoting the deep integration of digital technology and the real economy have become powerful measures to implement the key task of promoting new industrialization.
Tian Chuan believes that in promoting new industrialization, the industrial Internet has three important roles in achieving the growth of “quantity”, the improvement of “quality”, the progress of “technology”, the transformation of “number”, the governance of “carbon” and the security of “chain”.
First, the role of foundation support. Through the construction of the five functional systems of network, identification, platform, data and security, the industrial Internet promotes the collection, aggregation and modeling analysis of massive heterogeneous data, promotes the full release of the value of data elements, and realizes the optimal allocation of factor resources in a wider range, higher efficiency and more precision. Provide the necessary basic conditions for the digital transformation and upgrading of the manufacturing industry, and constantly consolidate the foundation for the development of new industrialization.
Second, innovation-driven. The industrial Internet deeply integrates 5G, cloud computing, big data, artificial intelligence, blockchain and other digital technologies, opening up the cloud, network, edge and end, accelerating the convergence of communication technology, information technology and control technology, driving comprehensive breakthroughs and iterative innovation in related technologies, exploring and producing a series of new technologies, new industries and new products, and constantly expanding the development space of new industrialization.
Third, integration plays a leading role. The industrial Internet combines digital technology with industry-specific knowledge, experience, and technology, elevates the digitalization level of all aspects of production and operation, promotes fundamental changes in production methods and enterprise forms, further promotes the integrated development of large, small and medium-sized enterprises, and the primary, secondary and tertiary industries, and constantly releases the momentum of new industrialization development.
Tian Chuan believes that the digital transformation of enterprises is the trend of The Times, and the industrial Internet has achieved positive results in enabling the digital transformation of enterprises. With the deep integration of the new generation of information technology and manufacturing industry as the main line, and the industrial Internet platform as the support, the digital transformation of enterprises has become the general trend. In the past five years, with the joint efforts of the government, industry, universities, research and other parties, the development of industrial Internet has achieved a series of phased and landmark achievements. The policy system has been continuously improved, the industrial foundation has been continuously improved, the data application has achieved remarkable results, the enabling industry scenarios have become increasingly rich, and the ecological construction has gradually grown.
Thinking about promoting digital transformation of enterprises
Tian Chuan said that based on the existing practical experience, IT is suggested that a “T” strategy combining horizontal and vertical can be adopted to accelerate the upgrading of “IT+OT” technology and promote digital transformation. Among them, “Yiheng” refers to accelerating the construction of new industrial Internet infrastructure, building data centers for industrial chain or subdivided industries, building an industrial Internet public service platform integrating industrial data aggregation, modeling analysis and simulation, and algorithm model adjustment, and forming an IT technology environment supporting digital transformation. “One vertical” means to promote the deep integration of digital technology and the application needs of industrial scenes from multiple dimensions of equipment, units, production lines, workshops, and factories, and to provide whole-process services such as digital transformation diagnosis, solutions, specific implementation, and effectiveness evaluation for digital transformation through the construction of enterprise-oriented digital transformation service institutions to accelerate the digital transformation of the OT side.
Around the “T” strategy promotion and implementation, Tian Chuan suggested that it can be considered from the following four aspects:
First, accelerate the construction of new industrial Internet infrastructure. Relying on the model of “construction by large enterprises and use by small and medium-sized enterprises”, we will build a number of new infrastructure oriented to key regions, key industrial chains and industrial clusters.
Second, we will accelerate the development of a digital application system. Relying on big data centers, build industrial brains, build provincial industrial big data systems, focus on providing digital services such as core competence diagnosis and industrial ecological construction for enterprises, and provide decision-making assistance and regulatory support for the government. In addition, the China Industrial Internet Research Institute has also led the construction of the “equipment manufacturing digital supply chain platform”, which will be followed by joint efforts to build a national equipment manufacturing digital supply chain platform to improve the resilience and security of the industrial chain supply chain.
Third, we will accelerate the development of a public service system for digital transformation. With the construction of public service platforms such as digital transformation promotion centers as the starting point, we will strengthen the supply and demand docking of digital transformation products and services in accordance with the idea of “industry questions, industry answers, and supply and demand coordination”.
Fourth, accelerate the construction of a talent system that meets the needs of the industry. Strengthen the training of digital transformation talents, and constantly expand the supply of digital talents for enterprises.
