【观点】李晓东：当前人工智能治理面临的关键挑战是数据治理

12月4日，以“塑造数字经济的未来”为主题的联合国贸易与发展会议电子周在日内瓦国际会议中心隆重开幕。来自130多个国家的与会者齐聚日内瓦，共同探讨如何将数字机遇转化为全球共享的发展成果，建设更具包容性和可持续性的数字经济。

12月6日，伏羲智库创始人、CCF中国数字经济50人论坛委员李晓东教授受邀出席“人工智能治理：确保数字经济中的公平和责任”高级别会议。本次会议由欧洲新闻网前新闻主播伊莎贝尔·库马尔主持，联合国贸易与发展会议秘书长丽贝卡·格林斯潘，国际电信联盟秘书长多琳·伯格丹-马丁，爱沙尼亚数字事务大使内莱·莱奥斯克，英国驻日内瓦国际组织代表团大使西蒙·曼利等高级别代表参加。

李晓东教授介绍了中国政府积极探索人工智能治理且取得一些实践成果，例如出台了《新一代人工智能伦理规范》《生成式人工智能服务管理（征求意见稿）》等相关规范，提出若干有关人工智能治理的主张和倡议。并指出，人工智能发展与治理之间的关系涉及到技术创新与社会责任之间的平衡，当前人工智能治理面临的关键挑战是数据治理，特别是数据的可信性。 CXO UNION-CXO联盟（cxounion.cn）

李晓东教授指出，在治理方面包括互联网治理、数据治理、人工智能治理三个层面。互联网本身的治理经过十余年的讨论和实践已经逐渐清晰，联合国互联网治理论坛已经召开多年；但是，作为人工智能发展基础的数据治理尚在讨论过程中，全球超过130多个经济体有了数据治理相关的法律法规，跨域数据共享交换成为最大的障碍；人工智能治理讨论很多，但是不宜过早涉及太多政治规则，会限制产业生态发展以及人类利用人工智能的优势。

李晓东教授还强调，目前全球各个平台都在讨论人工智能，但是尚未发现任何一个国际平台可以统领全球，或许构建一个更加包容、开放、负责任和透明的国际合作平台，才能应对数据治理和人工智能面临的挑战，智库性机构应该在这个平台构建中发挥其链接政府、产业和学术界的独特且重要的作用。 CXO UNION-CXO联盟（cxounion.cn）

Li Xiaodong: The key challenge of current AI governance is data governance

On December 4, the United Nations Conference on Trade and Development (UNCTAD) E-Week with the theme “Shaping the Future of the Digital Economy” opened at the Geneva International Convention Centre. Participants from more than 130 countries gathered in Geneva to discuss how to translate digital opportunities into shared development outcomes around the world and build a more inclusive and sustainable digital economy.

On December 6, Professor Li Xiaodong, founder of Fuxi Think Tank and member of CCF China Digital Economy 50 Forum, was invited to attend the high-level meeting “Artificial Intelligence Governance: Ensuring Equity and Responsibility in the Digital Economy”. The conference was chaired by former news anchor Isabel Kumar of Euronew.com and was attended by high-level representatives such as Rebecca Greenspan, Secretary General of the United Nations Conference on Trade and Development, Doreen Bogdan-Martin, Secretary General of the International Telecommunication Union, Nele Leosk, Estonia’s Ambassador for Digital Affairs, and Simon Manley, Ambassador of the British Mission to International Organizations in Geneva. Professor Li Xiaodong introduced the Chinese government’s active exploration of artificial intelligence governance and achieved some practical results, such as the introduction of the “New Generation of Artificial Intelligence Ethics Code” and “Generative Artificial Intelligence Service Management (Draft for Comment)” and other relevant norms, and put forward a number of propositions and initiatives on artificial intelligence governance. The relationship between AI development and governance involves a balance between technological innovation and social responsibility, and the key challenge facing current AI governance is data governance, especially the credibility of data.

Professor Li Xiaodong pointed out that in terms of governance, it includes three levels of Internet governance, data governance and artificial intelligence governance. After more than 10 years of discussion and practice, the governance of the Internet itself has gradually become clear. The United Nations Internet Governance Forum has been held for many years. However, as the basis for the development of artificial intelligence, data governance is still under discussion. More than 130 economies around the world have laws and regulations related to data governance, and cross-domain data sharing and exchange has become the biggest obstacle. There is a lot of discussion about artificial intelligence governance, but it is not appropriate to involve too many political rules too early, which will limit the development of industrial ecology and human use of artificial intelligence advantages.

Professor Li Xiaodong also stressed that at present, various platforms around the world are discussing artificial intelligence, but no international platform has been found to lead the world, perhaps building a more inclusive, open, responsible and transparent international cooperation platform, in order to meet the challenges faced by data governance and artificial intelligence. Think tank institutions should play a unique and important role in linking government, industry and academia in building this platform.
